The Ministry of Public Security is drafting a Circular regulating the management of scientific and technological information activities of the Public Security Forces.
The Ministry of Public Security said the purpose of drafting the draft is to create a specific legal corridor for managing and guiding the implementation of scientific and technological information activities of the People's Public Security, to unify management regulations, clearly define responsibilities of all levels, perfect the network, rapidly increase resources, improve quality and expand cooperation in scientific and technological information work in the People's Public Security.
The draft circular clearly explains that the scientific and technological information activities of the People's Public Security Forces are professional activities of the Public Security Forces to search for, create, collect, process, analyze, store, disseminate, and use scientific and technological information of the People's Public Security Forces to provide accurate, complete, and timely information to serve the leadership, command, work, combat, research, teaching, and learning activities of the People's Public Security Forces.
Scientific and technological information activities of the People's Public Security must ensure the following principles:
Ensure the provision of accurate, objective, complete and timely information for leadership, command and service activities, combat, research, teaching and learning in the People's Public Security Forces.
Activities of creating, managing, exploiting and using scientific and technological information contribute to making scientific and technological information truly an important and essential resource to improve the quality and efficiency of public security work.
At the same time, ensure the rights of the Public Security of units, localities, academies, schools of the People's Public Security, officers and soldiers of the People's Public Security to access scientific and technological information according to the provisions of law and the provisions of the Public Security sector.
Comply with the provisions of the law and the Public Security sector on the security of scientific and technological information. Ensure the safety, security of information and long-term storage, for the right purpose, creating convenience when units, officers and soldiers request to provide information from the database.
The CAND science and technology database is built and managed according to the principle of concentration and unity from the Ministry to the Public Security units and localities on the basis of demarcation of specific powers and responsibilities.
Leaders, commanders, officers and soldiers assigned to manage, operate, connect, share and exploit, and use the database must use administrative accounts and user accounts in accordance with the correct hierarchy, authorization, purpose, process and regulations on the management and use of cryptographic products. Closely combine scientific and technological information activities with other professional activities of the Public Security force to improve the effectiveness of Public Security work.
