On the afternoon of July 3, at the regular Government press conference in June 2025, Major General Nguyen Quoc Toan - Chief of Office, Spokesperson of the Ministry of Public Security - informed about violations related to the production and trading of fake milk Hiup and the Ofood food brand of Nhat Minh Food Production and Import-Export Company Limited turning the oil used for animal feed into human oil.
According to Major General Nguyen Quoc Toan, this is a peak-related content in the fight against the production and sale of counterfeit, counterfeit, and poor quality goods.
The Ministry of Public Security is focusing on this content very much. After 1 peak month, the Ministry of Public Security is still focused and will work regularly and continuously.
Major General Nguyen Quoc Toan said that during the peak month, the police of units and localities prosecuted 124 cases and 297 defendants related to this behavior; administratively handled 944 cases and 968 subjects.
The investigation process shows that the developments of these cases are still very complicated, the violation tricks are very sophisticated, from the preparation stage of establishing sealing companies and ecosystems to the activities of importing raw materials, producing counterfeit goods, organizing advertising and consumption.
This goes through a sophisticated cycle, many tricks to deal with the authorities and is very dangerous. Of which, Ofood products have been included in daily meals.
Regarding the case related to the production and trading of fake milk under the guise of Hiup, Major General Nguyen Quoc Toan said that up to now, the Investigation Police Agency of the Ministry of Public Security has initiated a criminal case and prosecuted 10 subjects for 2 groups of acts.
One of which is a violation of accounting regulations causing serious consequences and the other is the production and trading of counterfeit food. These 10 subjects are being investigated to conclude the case.
Regarding a large-scale smuggling and production ring of fake vegetable oils related to the Ofood food brand of Nhat Minh Food Import-Export Production and Trading Company Limited, turning animal feed oils into human oil, a representative of the Ministry of Public Security stated that this is a very dangerous behavior, and the consequences to consumers' health cannot be fully assessed.
Major General Nguyen Quoc Toan said that up to now, the Ministry of Public Security has initiated a case and prosecuted 3 subjects.
First, Dang Thi Phuong - Director of Nhat Minh Food Import-Export Production Company Limited - was prosecuted for the crime of Producing and trading counterfeit goods.
Second, Nguyen Trong Nang - operator and legal representative of Minh Phu Food Import-Export Joint Stock Company and An Duong Production and Trading Company Limited - was prosecuted for the crime of Smuggling.
For the same crime, there are also Do Thi Ngoc Mai - legal representative of An Hung Phuoc Import-Export Trading Company Limited and Phuoc Thanh Agricultural Products Import-Export Company Limited.
Regarding the responsibility of authorities and those who advertise fake products, the Spokesperson of the Ministry of Public Security said that he would inform when the investigation results were available.
Major General Nguyen Quoc Toan emphasized that both cases are under investigation, in the spirit of concentration and urgency, but must be strict, cautious, objective, and true to their nature. The investigation agency also clarified loopholes and loopholes in legal regulations to make related recommendations, especially in State management.
