On April 22, in Hanoi, the Ministry of Public Security held a scientific workshop on the Project "Completing the mechanism for enforcing criminal judgments according to the requirements of Resolution No. 27-NQ/TW" (Project).
According to the Ministry of Public Security's Electronic Information Portal, Resolution No. 27-NQ/TW of the 13th Party Central Committee on continuing to build and perfect the Socialist Republic of Vietnam's rule of law state sets new, more urgent and deeper requirements for the field of criminal enforcement (THAHS).
In particular, special emphasis is placed on perfecting the THAHS mechanism in the direction of improving the effectiveness of prison management and education, ensuring human rights and civil rights, and strongly applying scientific and technological advances.
In the context of the arrangement and changes of the new organizational model of the political system in general, for judicial agencies and correctional agencies in particular as well as the requirements and tasks set out in administrative reform, digital transformation, application of technology in correctional agencies, the construction of national databases, smart software, detention facilities, and connection between agencies and units is inevitable.
Therefore, implementing Resolution No. 27-NQ/TW of the Central Government, the Ministry of Public Security is assigned by the Government to lead and coordinate with ministries, branches and localities to formulate a project to perfect the ThraHS mechanism. The Ministry of Public Security held 2 meetings to implement the project. So far, the layout and content has been basically formed and gradually completed.
Speaking at the seminar, Deputy Minister of Public Security Le Van Tuyen - Head of the Steering Committee for elaboration of the Project - emphasized that the Praquet work is an inseparable part of the criminal law enforcement process, which is the last but has a particularly important meaning to ensure the strictness of the law, the effectiveness of the judgments and decisions of the Court;
This is also an activity closely associated with the protection of human rights and civil rights, clearly demonstrating the leniency, humanity and humanity policies of our Party and State.
At the same time, it helps people with mistakes realize their illegal behavior so that they can reform, get their salary back, and become useful people for society.
Based on the results of the Workshop, Deputy Minister Le Van Tuyen requested the Department of Police Management of Prisons, compulsory education institutions, and reform schools to study and fully absorb all comments and presentations from the units. This will be an important basis to ensure that the Project is truly in-depth in theory, close to practice and highly feasible in implementation;
Continue to complete the draft Submission, draft Project and draft Decision on the approval of the Prime Minister's Project; develop a report to the Central Public Security Party Committee Standing Committee, leaders of the Ministry of Public Security for comments on the Project; ensure quality and progress before submitting to the Prime Minister.
