On February 27, concluding the working conference with state-owned enterprises (SOEs), Politburo member and Prime Minister Pham Minh Chinh assigned the Government Office to synthesize and urgently handle it immediately with the spirit of 5 clearly: clear people, clear work, clear time, clear responsibilities, clear results; those who do not do it must be handled, must stand aside and let others do it.
Regarding the state of state-owned enterprises, the Prime Minister said that this sector holds assets of nearly VND4 million billion, owns capital accounting for 20.5% of the enterprise sector, generates pre-tax profit accounting for 23.9%, reaches VND348.3 trillion, and pays nearly VND366 trillion to the state budget.
However, the contributions of enterprises are not uniform, focusing on some large enterprises such as Petrovietnam, Viettel... many enterprises do not have proud figures.
Thus, owning large capital but using it ineffectively, not as expected and not strongly promoting the country's growth.

Regarding specific work, the Prime Minister requested that businesses must contribute to reviewing, amending and supplementing open institutions; researching and proposing mechanisms and policies of a "leverage and fulcrum" nature to maximize resources, so that resources double and triple, for breakthrough development, without sluggishness.
The Prime Minister suggested that state-owned enterprises must truly be pioneers in 6 areas:
First, pioneering in innovation, digital transformation, development, and application of science and technology according to Resolution 57 of the Politburo.
Second, pioneering in contributing more positively and effectively to the 3 strategic breakthroughs, especially the institutional breakthrough, is the bottleneck of bottlenecks.
Third, pioneering in growth breakthroughs, making practical and effective contributions to the country's rapid, inclusive and sustainable growth and development.
Fourth, pioneering in developing the digital economy, green economy, circular economy, sharing economy, knowledge economy, in investment in research and development.
Fifth, pioneering in actively participating in implementing social policies and social security, ensuring fairness and progress, leaving no one behind in the development process, especially in the social housing program and eliminating temporary and dilapidated houses nationwide.
Sixth, pioneering in creating Vietnamese branded goods and products, participating in global supply chains and value chains, enhancing the value of national brands and the country's position in leading global games.
The Prime Minister requested Deputy Prime Minister Ho Duc Phoc to directly direct the Ministry of Finance to complete the assignment of growth targets to enterprises and state-owned banks before March 15.
In addition to great efforts, high determination, and drastic actions, businesses and banks proactively propose necessary policies and tools (such as increasing charter capital, issuing bonds, borrowing credit, etc.) to achieve the set goals.
The Prime Minister stated that the State must truly create, if it wants to create, it must listen, absorb, and be receptive, and the practical problems that people and businesses report must be compiled, and ministries and branches must handle them according to their functions, tasks, and powers. If they exceed their authority, they must report to competent authorities.
If ministries and branches do not handle or handle it slowly, businesses will report to the Prime Minister in a spirit of transparency and frankness.
The Prime Minister also agreed with the proposal to continue innovating personnel work, recruiting and using talent at state-owned enterprises.
