Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh - Head of the Steering Committee on resolving difficulties and problems of backlogged projects (Steering Committee 751) has just signed Document No. 117/CV-BCD751 requesting ministries, branches and localities to study, review and propose solutions to remove difficulties and problems of backlogged projects on Database System 751.
The document stated that in recent times, the Government and the Prime Minister have resolutely directed ministries, branches and localities to implement solutions to completely handle long-standing projects, revive and put into operation and operation many large-scale projects, contributing to promoting socio-economic development in localities.
However, there are still many works and projects that have not been promptly resolved by all levels, sectors, agencies and units, causing long backlogs and construction stops, causing waste of state and social resources.
To focus on resolving the issue, the Permanent Deputy Prime Minister requested ministries, agencies under the Government, People's Committees of provinces and centrally run cities to continue reviewing and updating information on projects with difficulties and problems on the Database System of Steering Committee 751 (System 751).
In particular, the Government and the Prime Minister are fully responsible for any omission, projects that are still backlogged, or have difficulties and problems that are not included in the reporting list as required by Steering Committee 751.
At the same time, ministries, branches and localities should carefully study the provisions of current law and specific policies stated in Resolution No. 170/2024/QH15 (abbreviated as NQ170.
On that basis, urgently review and determine all projects with similar legal situations to NQ170, propose competent authorities to allow similar application to resolve according to each specific policy group of NQ170, synthesize and send to the Steering Committee on system 751 for a deadline of August 10, noting:
- Review only projects with difficulties and problems after having inspection, examination and judgment conclusions.
- Refer to project issues to accurately determine the legal situation similar to the case specified in NQ170, clearly stating the proposed provision of applying a special mechanism to resolve each specific project.
- Be fully responsible to the Prime Minister if there are similar difficulties and problems to projects in NQ170 after the above-mentioned deadline.
The Permanent Deputy Prime Minister requested the People's Committees of provinces and cities to establish a Working Group to review and remove difficulties and obstacles for long-standing projects in the locality directly directed by the leaders of the People's Committees of provinces and cities.
Thereby, studying the viewpoints, principles, and legal situations to review and propose the project to apply the mechanism of removing difficulties and obstacles as prescribed in NQ170, Conclusion No. 77-KL/TW of the Politburo.
At the same time, build a timely coordination mechanism with Steering Committee 751 to propose solutions to remove difficulties and obstacles beyond authority; ensure progress, accurate data information, and report the results of the resolution promptly to the Prime Minister and Steering Committee 751.
