The Ministry of Home Affairs issued Circular 003/2025 guiding the implementation of labor management, wages, remunerations, and bonuses in State-owned enterprises, effective from June 15, 2025.
This Circular guides the implementation of labor management, wages, remuneration, and bonuses in state-owned enterprises according to the provisions of Article 1 of Decree No. 44 dated February 28, 2025 on labor management, wages, remuneration, and bonuses in state-owned enterprises of the Government.
Notably, the Ministry of Home Affairs has issued instructions on determining the salary fund for enterprises using high-tech labor.
High-tech workers, including workers who are airline pilots, people who are high-tech human resources specified in Clause 10, Article 3 of the Law on High Technology related to hydrogen energy and workers performing the tasks in Appendix I issued with Decision No. 38/2020 of the Prime Minister.
Enterprises using high-tech workers specified in Point a of this Clause that need a separate salary source to pay a corresponding salary to attract, encourage, and maintain the use of high-tech workers will be paid a separate salary for this number of workers compared to the salary fund of employees and the Executive Board;
The Ministry of Home Affairs said that the salary to calculate the salary of high -tech labor is based on the salary level of the equivalent titles in the market, determined by the enterprise, selecting specific salary levels, but it must not reduce the profits compared to the profit implemented in the previous year, if the enterprise determines the salary fund through the average salary level; In case the enterprise determines the salary fund through the unit price, it does not reduce the profit compared to the average profit.
This salary is guaranteed not lower than the salary calculated according to the salary in the labor contract, the enterprise must report the same time when determining the planning salary fund, the salary fund of the employee and the Executive Board (for enterprises to determine the salary fund through the average salary level) or the salary fund (for enterprises to determine the salary fund through the unit price, the owner is considering the authority, the authority is considering the use of the owner, the authority is considering and the authority is considering the use of the owner, the authority is considering the use of the owner, the authority is considering the use of the owner. High -tech labor according to the enterprise's salary payment regulations;
When determining the salary of high-tech workers in particular as prescribed in Point b and Point c of this Clause, enterprises excluding the number of high-tech workers when determining the average number of workers, labor productivity, unit prices, average wages, salary fund of employees and the Executive Board and Clause 2 of the Appendix issued with this Circular.
