The Ministry of Home Affairs has responded to readers about determining allowances to calculate the regime for cadres, civil servants and public employees when streamlining.

Accordingly, Clause 6, Article 5 of Decree No. 178/2024/ND-CP has been amended and supplemented by Clause 3, Article 1, Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system stipulates as follows:

Monthly salary is currently the monthly salary of the adjacent month before quitting, including: salary according to rank, rank, rank, position, title, professional title or salary as agreed in the labor contract; salary allowances (including: leadership position allowance; seniority allowance;

Accordingly, allowances for Party and socio-political organizations are implemented according to Instruction No. 05-HD/BTCTW dated July 1, 2011, implementing a number of allowance regimes for cadres and civil servants of Party agencies, socio-political organizations and salaries of the Vietnam Veterans Association according to Notice No. 13-TB/TW, dated March 28, 2011 of the Politburo.

In addition to the above allowance regulations, other allowances are not included in the current monthly salary to enjoy the regime and policies according to the provisions of Decree No. 178/2024/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP) of the Government.
