Mr. Nguyen Van Hung (character's name has been changed) said that at his agency, there are currently 2 individuals who have been awarded Certificates of Merit by the Chairman of the Provincial People's Committee in 2024.
These two individuals have achieved the title of Emulation Fighter at the grassroots level for 2 consecutive years (2023-2024) and have 2 initiatives that do not overlap with the initiatives used to consider the title of Emulation Fighter at the grassroots level, and are also applied and recognized for their scope of influence.
In 2023, they were assessed as having completed their tasks well and in 2024 they were assessed as having completed their tasks excellently.
Mr. Hung raised the issue: "In 2025, if 2 individuals continue to be assessed for excellent task completion and 2 new initiatives are applied, recognized for their scope of influence (not in line with previous initiatives), will they continue to be eligible to be awarded a Certificate of Merit by the Chairman of the Provincial People's Committee? ".
Regarding his reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
At Point d, Clause 1, Article 74 of the Law on Emulation and Commendation, one of the criteria for awarding or posthumously awarding Certificates of Merit from ministries, branches, sectors, and provinces to individuals is as follows: " Having been awarded the title of "Emulation Fighter at the grassroots level" twice in a row or having been recognized for 2 consecutive years or more for excellent completion of tasks, during that time, 2 initiatives have been recognized and applied effectively within the grassroots level or have 2 scientific topics, scientific projects, scientific and technological works that have been accepted and applied effectively within the grassroots level".
Clause 7, Article 33 of Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government stipulates as follows: "The time for proposing rewards for the next time is calculated from the time of achieving the achievement recorded in the previous award decision. For the reward decision that does not record the time to achieve achievements, the time to propose the next reward will be calculated from the time of issuance of the previous reward decision...".
Accordingly, in the case of individuals who have been awarded a Certificate of Merit by the Provincial People's Committee in 2024 (commendation for merits and achievements in 2023-2024), the next commendation achievements will be calculated from 2025.
"Therefore, by the end of 2025, the above individual is not qualified and qualified to propose to be awarded a Certificate of Merit from the Provincial People's Committee" - the Ministry of Home Affairs said.
