Mr. Nguyen Xuan Son (character's name has been changed) questioned the conditions for consideration for awarding the Third Class Labor Medal.
Regarding the reflection and recommendation of Mr. Nguyen Xuan Son, the Ministry of Home Affairs responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, Point e, Clause 1, Article 44 of the Law on Emulation and Commendation for 2022 stipulates one of the criteria for awarding or posthumously awarding the Third Class Labor Medal to individuals as follows: Having been awarded the "Certificate of Merit of the Prime Minister" and then continuously for 5 years or more until the time of requesting recognition for completing the task well or better, during that time having been recognized for 1 year or more for completing the task excellently and having been awarded the title of " Emulation Fighter at the grassroots level" 3 times.
Accordingly, based on legal regulations and practical situations, the consideration for awarding the Third Class Labor Medal must be based on the specific achievements of each individual and the conditions and standards prescribed above; at the same time, it is necessary to ensure the general principles stipulated in Clause 2, Article 5 of the Law on Emulation and Commendation.
The reward is carried out according to the following principles:
Accurate, public, transparent, fair, timely;
Ensure consistency between the form, subject of commendation and merits and achievements;
A form of reward can be given many times to a subject; no multiple rewards, many forms for an achievement; the achievement is rewarded as much as it is rewarded;
Focus on rewarding individuals, collectives, and households directly engaged in labor, production, and business; individuals and collectives working in border areas, at sea, on islands, and areas with particularly difficult socio-economic conditions.
