According to Article 5 of the 2022 Law on Emulation and Commendation: "A form of commendation can be awarded multiple times to one subject; rewards cannot be given multiple times or in multiple forms for one achievement; rewards are given according to achievements."
Therefore, Mr. Huan wondered whether it was reasonable to simultaneously propose to award the Third Class Labor Medal and the Certificate of Merit from the Provincial People's Committee Chairman in 2024?
Next, he contacted the agency in charge of commendation and received the answer: It is possible to request the Third Class Labor Medal and the Certificate of Merit from the Chairman of the Provincial People's Committee at the same time, but it is not possible to request both the Certificate of Merit from the Prime Minister and the Certificate of Merit from the Chairman of the Provincial People's Committee.
"I myself find it unconvincing, so I ask the Ministry of Home Affairs to help me clarify" - Mr. Huan said.
Regarding Mr. Huan's reflection and recommendation, the Ministry of Home Affairs has responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, one of the principles stipulated in the Law on Emulation and Commendation is “reward according to achievements”. Therefore, based on legal regulations and practical situations, the consideration of awarding forms of commendation to individuals must be based on specific conditions and standards that have been stipulated;
At the same time, ensure the general principles stipulated in Clause 2, Article 5 of the Law on Emulation and Commendation:
Accordingly, rewards are made according to the following principles:
a) Accurate, public, transparent, fair and timely;
b) Ensure consistency between the form, subject of reward and merits and achievements;
c) A form of reward can be given many times to one subject; do not give multiple rewards, in many forms, for one achievement; reward according to the achievement;
d) Focus on rewarding individuals, collectives, and households directly involved in labor, production, and business; individuals and collectives working in border areas, at sea, on islands, and areas with especially difficult socio-economic conditions.
