The Ministry of Home Affairs responds to the addition of 81 commune-level civil servant positions

The Ministry of Home Affairs has just responded to the recruitment and acceptance of commune-level civil servants to supplement the 81 missing positions in Lang Son.

According to the Department of Home Affairs of Lang Son province, in 2025, based on the decision to assign the payroll of the Central Organizing Committee, the Standing Committee of Lang Son Provincial Party Committee assigned the agencies and units of the government at the provincial and district levels: 1,986 payrolls (no payrolls at the commune level). For commune-level cadres and civil servants, the Provincial People's Council assigned 3,991 positions.

When implementing the two-level government (from July 1, 2025), the Central Organizing Committee has not re-assigned the payroll to the locality. Based on the practical situation, the Standing Committee of the Lang Son Provincial Party Committee decided to assign to provincial government agencies and units: 1,046 positions, reserve 940 positions; decided to temporarily assign 2,728 positions based on the presence of commune-level cadres and civil servants (old) and the number of district-level civil servants transferred and arranged to the commune level (new).

However, the number of staff positions for commune-level cadres and civil servants in Lang Son province is calculated according to the quota in Official Dispatch No. 09/CV-BCD dated May 30, 2025 of the Steering Committee for the arrangement of administrative units (ADUs) at all levels and the development of a model for the organization of local government at both levels of the Government on the orientation of temporary arrangement of staff when implementing the arrangement of ADUs and local government at both levels is 2,457 people.

The number of positions available as of September 10, 2025 is 2,376 people, currently lacking 81 positions compared to the staffing quota according to Official Dispatch No. 09/CV-BCD.

The Department of Home Affairs of Lang Son province wondered whether the province could recruit and accept commune-level civil servants to supplement 81 positions that were still lacking compared to the quota according to Official Dispatch No. 09/CV-BCD or not? Or do we have to wait for the Central Organizing Committee to hand over the payroll to the province before recruiting and accepting them as commune-level civil servants?

Regarding the above content, the Ministry of Home Affairs has responded on the Electronic Information Portal.

In Official Dispatch No. 03/CV-BCD2 and Official Dispatch No. 09/CV-BCD3 of the Steering Committee for the arrangement of administrative units at all levels and building a model of organizing local government at both levels of the Government, it was directed to "prerely maintain the number of cadres and civil servants at the district and commune levels to be arranged to work at the commune level and conduct a review and streamlining of the payroll for commune-level cadres and civil servants who do not meet the prescribed standards to restructure and improve the quality of the team to meet the requirements of the task, ensuring within 5 years of basic regulations of the Government".

At the same time, on August 31, 2025, the Ministry of Home Affairs issued Document No. 7415/BNV-CCVC dated August 31, 2025, requesting the People's Committees of provinces and centrally run cities to focus on implementing a plan to ensure human resources at the commune level to meet the requirements of the local government organization at 2 levels, including the plan: Conducting exams to recruit, consider or receive civil servants according to the provisions of Decree No. 170/2025/ND-CP4 among the positions assigned by competent authorities that have not been used (ensuring that the total number of positions assigned by the Central Organizing Committee has not been changed).

Therefore, the Ministry of Home Affairs recommends that Lang Son province base on the above instructions to arrange and use civil servants in accordance with regulations, ensuring good performance of assigned tasks, smooth operation, and no interruption.
