Ministry of Home Affairs informs about administrative reform funding at commune level

Ministry of Home Affairs informs readers about the content of expenditures and expenditure norms for activities related to administrative reform at the commune level every year.

Ms. Do Thi Kim Hue (Nha Trang, Khanh Hoa) questioned the spending process for developing administrative reform plans at the commune level. "What documents are required to issue an annual commune-level administrative reform plan?" - Ms. Hue asked.

Regarding the reflection and recommendation of Ms. Do Thi Kim Hue, the Ministry of Home Affairs has responded on the Electronic Information Portal.

The Ministry of Home Affairs said that, according to current regulations, the content of expenditures and expenditure norms for activities related to administrative reform, including the development of annual administrative reform plans, have been stipulated in Circular No. 26/2019/TT-BTC dated May 10, 2019 of the Ministry of Finance guiding the preparation of estimates, management, use and settlement of funds to ensure state administrative reform and Circular No. 33/2022/TT-BTC dated June 9, 2022 of the Ministry of Finance amending and supplementing a number of articles of Circular No. 26/2019/TT-BTC.

On that basis, the Provincial People's Committee is responsible for guiding affiliated agencies and units to make estimates, manage, use and settle expenses for administrative reform at agencies and units in accordance with the actual situation of the locality, ensuring compliance with legal regulations.

Regarding the proposal of Ms. Do Thi Kim Hue, based on the provisions of the above Circulars, the Ministry of Home Affairs recommends that Ms. Hue directly contact the Department of Home Affairs, Nha Trang city, Khanh Hoa province for detailed and specific instructions.
