Ms. Nguyen Thi Anh Dao (Dong Phu district, Binh Phuoc province) is a grade III primary school teacher (code V.07.03.08), with a salary coefficient of 4.89 and 7% seniority allowance beyond the framework.
After converting to the grade III primary school teacher category (code V.07.03.29), her salary coefficient is 4.98 and 0.25 (difference coefficient).
According to Ms. Dao, the 0.25 difference coefficient is not calculated for her to receive seniority allowance and teaching allowance.
"If so, after the new salary conversion, my salary will be 480,000 VND lower than the old salary. This is a huge disadvantage for me, because when converting the salary category, the salary will not be higher but lower" - Ms. Dao worried.
Regarding the reflection and recommendation of Ms. Nguyen Thi Anh Dao, the Ministry of Home Affairs has responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, the salary classification for grade III primary school teachers (code V.07.03.08) appointed to the professional title of grade III primary school teacher (code V.07.03.29) is carried out according to the instructions in Circular No. 02/2021/TTBGDDT dated February 2, 2021 of the Minister of Education and Training stipulating codes, professional title standards and appointment and salary classification for teaching staff in public primary schools.
Salary arrangement for officials appointed to the professional positions of primary school teachers prescribed in Article 8 of Circular 02/2021/TT-BGDDT is as follows:
Officials appointed to the professional titles of primary school teachers prescribed in this Circular shall apply the corresponding salary table issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces, specifically as follows:
Primary school teachers grade III, code V.07.03.29, are applied the salary coefficient of civil servants type A1, from salary coefficient 2.34 to salary coefficient 4.98.
Salary arrangement when appointing to professional title ranks shall be implemented according to the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary arrangement when upgrading ranks, transferring ranks, and changing types of civil servants and public employees and according to current regulations of law. When implementing the new salary policy, the arrangement to the new salary shall be implemented according to the regulations of the Government.
The Ministry of Home Affairs recommends that Ms. Dao contact the competent state management agency (Ministry of Education and Training) for answers.
