The total number of administrative organizations under the management scope that are operating under the special financial and income management mechanism, have not been assigned civil servant payrolls, and the situation of management and use of payrolls at each of the above organizations must be sent to the Ministry of Home Affairs before September 16, 2024.
The number of officials working in civil servant positions of agencies and organizations performing state management functions after being decided by competent authorities to transfer to civil servants will implement salary and allowance regimes and policies according to the provisions of law.

Regarding this issue, responding on the Electronic Information Portal, the Ministry of Home Affairs said: According to Decree 138/2020/ND-CP, the salary scale and grade for those accepted as civil servants who have worked for a period of time and paid compulsory social insurance (SI) are as follows:
In case a person is accepted as a civil servant and is assigned to work in the same field or profession as he/she was trained in or in the same professional field as he/she previously held:
The working time with compulsory social insurance payment before the date of recruitment and acceptance as a civil servant (if there is a working time with compulsory social insurance payment that is not continuous but has not received a one-time social insurance benefit, it will be accumulated) at the training level corresponding to the training level required by the recruited and accepted job position is calculated to serve as the basis for ranking and salary level appropriate to the recruited and accepted job position.
Salary arrangement in civil servant ranks corresponding to recruited and accepted job positions is implemented according to current regulations.
