Allocate 76,769 billion VND to the source of salary policy reform

The Resolution of the National Assembly Standing Committee decided to allocate VND 76,769 billion to the salary reform for cadres, civil servants, and armed forces.

Politburo member and National Assembly Chairman Tran Thanh Man has signed and issued Resolution No. 1767 of the National Assembly Standing Committee on supplementing the state budget revenue estimate for 2024; allocating and using increased sources of central budget revenue in 2024.

Accordingly, the National Assembly Standing Committee resolved to supplement the State budget revenue estimate for 2024 with an increase of VND 342,699 billion in State budget revenue in 2024.

Of which, the increase in central budget revenue is 187,244 billion VND (excluding the amount of aid recorded for revenue and expenditure for specific purposes, the increase in central budget revenue is 191,900 billion VND), the increase in local budget revenue is 155,455 billion VND.

The Resolution also decides to allocate and use the increased central budget revenue in 2024 (excluding the amount of aid recorded for collection and expenditure for specific targets) of VND 191,900 billion for 5 tasks.

Accordingly, the resources allocated to implement salary policy reform according to Resolution No. 27-NQ/TW of the 7th Conference of the 12th Party Central Committee on salary policy reform for cadres, civil servants, public employees, armed forces and workers in enterprises are 76,769 billion VND.

The bonus exceeding the estimate for revenue and return investment to localities is VND 16,591 billion. Of which, Hanoi City VND 8,048.5 billion; Ho Chi Minh City VND 3,997.5 billion; Thanh Hoa VND 2,139.5 billion; Hai Phong VND 735 billion; Da Nang VND 590.5 billion; Khanh Hoa VND 259.5 billion; Can Tho VND 57 billion; Nghe An VND 52 billion; Hue VND 100.5 billion; Hung Yen 13 billion; Phu Tho 83 billion VND; Ninh Binh 49 billion VND; Bac Ninh 124.5 billion VND; Dong 325.5 billion VND; Tay Ninh 16 billion VND.

Implementing the policy of supporting housing for people with revolutionary contributions according to Decision No. 21/2024 of the Prime Minister is 1,940 billion VND.

Implementing national defense and security tasks and projects; tasks, projects on science, technology, innovation, national digital transformation; building boarding schools and semi-boarding schools for high school students in remote, isolated, border, island areas and other important investment projects is 86,900 billion VND according to the Government's Submission No. 28.

And the final task is to reserve VND9,700 billion to report to the National Assembly for the decision to increase the central budget reserve in 2025.

The Resolution of the National Assembly Standing Committee assigns the Government to direct relevant ministries, central and local agencies to urgently implement, manage and use the capital in accordance with the provisions of the law on digital sources.

The Resolution also assigns the Prime Minister to allocate investment capital from increased central budget revenue in 2024 to ministries, central and local agencies to carry out tasks, projects on science, technology, innovation, national digital transformation... according to the provisions of law.

At the same time, the Government is required to be responsible for the correctness, accuracy, and consistency with the conclusions of competent authorities on the data and reporting content; ensure the ability to disburse, implement, and be responsible for the arrangement and balance of outstanding capital sources;

Ensure efficiency, focus, key points, no spreading, loss, waste, corruption, negativity; speed up the disbursement of public investment capital, limit the transfer of resources to the following year...
