On the morning of July 20, Politburo member and Prime Minister Pham Minh Chinh - Head of the Government's Steering Committee on science and technology development, innovation, digital transformation and Project 06, chaired the third meeting to review the work in the first 6 months of the year and deploy tasks for the last 6 months of the year.
Co-chairing the meeting were: Politburo member, Permanent Deputy Prime Minister of the Government, Deputy Head of the Steering Committee Nguyen Hoa Binh; members of the Party Central Committee, Deputy Prime Minister, Deputy Heads of the Steering Committee: Bui Thanh Son, Ho Duc Phoc, Nguyen Chi Dung; members of the Steering Committee, leaders of ministries, branches, enterprises, and science and technology corporations (KHCN).
In his opening speech, the Prime Minister said that the meeting was held right after the 12th Central Conference with a spirit of urgent work, innovative thinking, and drastic action.
Previously, on July 2, 2025, General Secretary To Lam chaired a meeting of the Central Steering Committee on science and technology development, innovation and digital transformation.
At this meeting of the Government Steering Committee, the Prime Minister requested delegates to focus on assessing the situation and results in the first 6 months of the year, especially 4 contents: Digital transformation to serve the organization of the political system and local government at 2 levels; the products that have been done; the implementation of Project 06; building national and grassroots databases of sectors and localities;
Assessing the implementation of the Politburo's resolutions under the "four pillars" with many contents related to science and technology development, innovation, digital transformation: Resolution 59 on international integration, Resolution 66 on law making and enforcement, Resolution 68 on private economic development.

The Prime Minister also said that the Government has recently determined a GDP growth rate of 8.3-8.5% in 2025, rapid growth, high growth but must be sustainable; in which developing science and technology, innovation, and digital transformation are an important solution.
The Government also allocates additional resources to increase revenue and save spending to meet the requirement of allocating at least 3% of total budget expenditure to make breakthroughs in the development of science and technology, innovation, and digital transformation.
The Prime Minister requested the delegates to frankly evaluate the results achieved, limitations, analyze the causes, valuable lessons learned, good models, and effective methods.
Clearly identify specific tasks and products of ministries, branches and localities in July, the third quarter and the last months of the year; coordination between ministries, agencies and localities; inspection, supervision and evaluation of cadres.
The Prime Minister emphasized the need to continue to innovate strong thinking, act more decisively, be more determined, make great efforts, act decisively, focus on each task, work at a higher level; look far and wide, think deeply to do great things, clearly implement work 6: Clear people, clear work, clear time, clear responsibilities, clear products, clear authority.
