On the morning of December 9, Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, presented to the National Assembly the enforcement work in 2025 (from October 1, 2024 to September 30, 2025).
According to the Minister, the enforcement of judgments in 2025 has achieved remarkable results, with an increase in the rate of enforcement compared to 2024.
The total number of cases to be enforced is 1,064,419 cases, with conditions for enforcement being 685,898 cases. 577,876 cases have been enforced (an increase of 0.4% compared to 2024), reaching a rate of 84.25%.
The total amount to be enforced is over VND686,000 billion, with conditions for enforcement over VND267,000 billion. Over VND150,000 billion has been implemented (an increase of more than VND30,000 billion, 4.67% compared to 2024), reaching a rate of 56.13%.
Asset recovery in credit cases, banks increased by 3.71% in terms of assets and 20.82% in terms of money compared to the same period. The redistribution activity has been and is being implemented in 224 offices in 34 provinces and cities, with a total of 403 redistribution.
Regarding the execution of criminal sentences, the authorities have handled a total of 2,359,495 prisoners. The People's Court has accepted to reduce the prison sentence for 10,239 people.
Regarding the implementation of administrative judgments (THAHC), the THAHC work result reached 41.37%. THAHC work still has many limitations, with more than 540 decisions having errors by THAHC, having to be revoked or canceled, not meeting the targets assigned by the National Assembly.
At the end of the working year, civil enforcement agencies have exceeded the target on work and money. The results of the enforcement of criminal cases on economics and corruption have many positive changes in value. 6,471 cases have been enforced, collecting over VND 27,416 billion for money misappropriated in criminal cases related to economics and corruption (an increase of over VND 5,239 billion compared to 2024).
Regarding limitations, difficulties and obstacles in the enforcement of civil judgments, the Minister said that the handling of assets in some corruption, economic, credit and banking cases is still slow; the number of complaints, denunciations and recommendations on the enforcement of civil judgments is still large.
Regarding the reason, the number of cases and fees for enforcement has continuously increased over many years, the nature of cases is increasingly complicated, in the context of streamlining the payroll and organizing a streamlined apparatus; assets ensuring enforcement must be handled with complex legal nature; some cases have a particularly large number of victims, leading to an increase in the number of petitions.
To improve the quality and effectiveness of crime prevention and control and law violations, the Government recommends that the National Assembly and central judicial agencies direct the continued review of legal provisions in the fields of social life, especially in sensitive areas such as land, minerals, banking, food safety, and cyber security. The Ministry of Public Security, the Supreme People's Procuracy, and the Supreme People's Court will coordinate to review and provide more specific guidance on the coordination between judicial agencies and local investigation agencies, especially when organizing the model of the Supreme People's Procuracy and the two-level Supreme People's Court in the locality.
Reviewing this content, Chairman of the Law and Justice Committee Hoang Thanh Tung said that the enforcement of civil judgments still has some limitations.
Of these, there are 540 decisions to enforce judgments (accounting for 0.078%) with errors, which must be revoked, canceled, and not meet the targets assigned by the National Assembly; some places still have violations in verifying, classifying judgments, applying measures of enforcement of seizure, valuation, auction of assets, and handling of evidence; discipline and order in administrative judgment enforcement activities are not strict; the completion rate decreased by 4.04% compared to 2024.
Regarding the enforcement of criminal judgments, the inspection agency assessed that the detention schools under the Ministry of Public Security have organized legal education for 2,359,495 prisoners, an increase of 712,133 prisoners compared to 2024; prepared a proposal dossier and the court issued a decision to reduce the prison sentence for 77,023 prisoners, released 909 prisoners before the term with conditions, and the President decided to pardon 22,081 prisoners.
The reception and implementation of detention, eating, dressing, living, health care regimes... are basically implemented in accordance with the provisions of law; the number of people serving criminal sentences in the community increased by 6,891 people compared to 2024; The court accepted to reduce probationary period, reduce the prison sentence for 10,239 people.
However, the inspection and supervision of some detention facilities is not strict; the classification of prison sentence enforcement in some cases is not guaranteed according to regulations; the work of preparing, updating, and managing records of cases of enforcement in the community in some places is not complete and lacks.
