The Prime Minister said that the whole country has supported 121,638 temporary and dilapidated houses; from now until the end of the year, more than 101,000 houses must be completed in a very urgent time.

On March 10, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired the 3rd meeting of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide.

Also attending the meeting were: Mr. Do Van Chien - Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front, Deputy Head of the Steering Committee; Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh; representatives of relevant ministries, branches and agencies.

In his opening speech, Prime Minister Pham Minh Chinh said that more than a month ago, at the second meeting, the Steering Committee agreed on the direction of implementation in 2025 and assigned specific tasks to members, ministries, agencies and localities.

Immediately after the meeting, the Standing Committee of the Steering Committee and the ministries completed 4 guiding documents, including 2 important contents: Criteria for temporary and dilapidated houses guided by the Ministry of Construction; tax deductions for funds for removing temporary and dilapidated houses guided by the Ministry of Finance.

The Government issued Resolution No. 45/NQ-CP dated March 7, 2025 on the plan to allocate and use 5% of regular expenditure savings in 2024 to support the elimination of temporary and dilapidated houses for poor and near-poor households.

From March 1, the political system operates according to the new apparatus and newly established agencies have immediately started work, not allowing stagnation. Ministries, central and local agencies have focused on mobilizing resources, organizing effective implementation and achieving many practical results in the program to eliminate temporary and dilapidated houses.

The head of the Government stated that in 2025, the year with many major holidays, important celebrations, and important events, the Party and State want to have a "gift" for the people, especially the poor, the disadvantaged, people in remote areas, and ethnic minorities with the spirit of settling down and making a living.

Recently, we have launched a sprint emulation movement to implement a program to eliminate temporary and dilapidated houses nationwide in 2025.

From now until the end of this year, there are about 280 days left, to complete the target by October 31, 2025, localities basically complete the elimination of temporary and dilapidated houses with only about 220 days left.

To date, the whole country has supported 121,638/223,164 houses (reaching more than 54%); of which more than 65,000 houses have been inaugurated; more than 56,000 houses have been newly started; from now until the end of the year, more than 101,000 houses must be completed in a very urgent time, on average the whole country must eliminate 459 houses per day, each locality must eliminate 8 houses per day.

To achieve the set goals, the Prime Minister requires high efforts, great determination, drastic and effective action; assignment in the spirit of 5 clear (clear people, clear work, clear results, clear progress, clear responsibilities).

Promote the spirit of helping everyone who has something to help everyone, helping everyone who has a lot, helping little, helping with merits, helping with goods and property; must mobilize the strength of local people and property, the help of relatives, villages, and socio-political organizations.

The Prime Minister requested delegates to focus on evaluating the results, problems, lessons learned in directing, operating, allocating and mobilizing resources, good practices, good examples, and proposing tasks and solutions to keep momentum, rhythm, and momentum, and progress of the movement.

Thereby implementing the program in the coming time more effectively, completing the set goals, practically welcoming the Party Congresses at all levels towards the 14th National Party Congress.
