On April 28, the National Assembly Standing Committee gave its opinion on the draft Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Grassroots Democracy.
Presentation of the Law Project, Vice Chairman - General Secretary of the Central Committee of Vietnam Fatherland Front Nguyen Thi Thu Ha said that the Law amending and supplementing a number of articles of the above laws focuses on a number of things directly related to the position, role, function, powers and responsibilities, organizational structure and principles of organizational and activities of the Vietnam Fatherland Front, the political organizations, the political organizations, the political organizations.
The subjects of impact of the Law amending and supplementing a number of articles of the above Laws are: Vietnam Fatherland Front at all levels; socio-political organizations from central to local levels; mass organizations assigned tasks by the Party and the State; other member organizations of the Front; relevant agencies, organizations and individuals.
Remarkably, to ensure the principle of socio -political organizations, the mass associations assigned by the Party and the State to the Vietnam Fatherland Front (30 associations, after the arrangement, there are 20 members of the Front), the Draft Law on the recognition of member organizations of the Fatherland Front in the direction of: "Vietnam Trade Union, Vietnam Farmers Association, Vietnam Women's Union, Vietnam Youth Union, Vietnam Youth Union, Ho Chi Minh City Association Being assigned by the Party and the State to be member organizations under the Vietnam Fatherland Front, held and uniformly operated in the Vietnam Fatherland Front Committee ”.
The Law also amends regulations to be consistent and synchronous with the arrangement and reorganization of administrative units at all levels and the development of a model of organizing local government at 2 levels (provincial and grassroots levels, no district-level organizations), in accordance with the provisions of the Law on Organization of Local Government (after amendment).
Report on the law of the Law, Chairman of the National Assembly's Culture and Social Committee, Nguyen Dac Vinh said that the Standing Committee of the Committee basically agreed with the amendment and supplementation of the Draft Law, mainly focusing on issues related to the organization of the Fatherland Front and its member organizations under the Front.
In addition, it is recommended that the drafting agency continue reviewing the contents related to the organization of local government at both levels and other regulations related to the arrangement and organization of the apparatus.
Expressing his opinion at the meeting, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu suggested considering the use of the word "organization directly under" the Vietnam Fatherland Front with socio-political organizations, especially the Vietnam Trade Union.
According to the Vice Chairman of the Vietnam General Confederation of Labor, in the Fatherland Front Project to submit to the Politburo, the Party Central Committee is to arrange and streamlined the Vietnam Fatherland Front Agency, socio -political organizations and mass associations. Resolution 60 Central 11 Session XIII also reaffirmed this content.
Also according to Mr. Ngo Duy Hieu, at instruction 31 of the Central Organizing Committee (on the establishment of the local party organization and the organization of the organizational structure of the Vietnam Fatherland Front, mass organizations at the provincial and commune levels) also stated: Consolidating the advisory and assisting agency with the Vietnam Fatherland Front Office of the province; maintain legal status of socio -political organizations, mass associations (with seals, separate accounts); Just ensure the activities of mass organizations and mass associations under the Vietnam Fatherland Front, while ensuring the initiative and creativity of each organization (relatively independent).
Therefore, the Vice President of the Vietnam General Confederation of Labor recommended that it is necessary to consider the term to institutionalize the Party's policies, because "organization" is a unified system from the Central to local levels, unlike "agencies" which are departments and the organizational apparatus.
At the meeting, the National Assembly Standing Committee proposed to continue reviewing the compatible with the Constitution and other amended laws related to the work of arranging and organizing the apparatus; the compatible with international treaties to which Vietnam is a member.
Concluding the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the National Assembly Standing Committee agreed on the issue of 1 law amending 4 laws, and agreed to submit the draft Law to the National Assembly for approval in a shortened procedure at the upcoming 9th Session.
