The Dong Dang - Tra Linh Expressway project has a total length of 121km, divided into 2 investment phases. When completed, this expressway will shorten travel time from Cao Bang to Hanoi and vice versa from 6-7 hours to about 3.5 hours.
The project will open up opportunities for socio-economic and cultural development of the two provinces of Cao Bang and Lang Son, connecting the border area of the Northeast with the capital Hanoi and economic poles of the country.
The Huu Nghi - Chi Lang border gate expressway project is invested in the form of BOT (build - operate - transfer); with a total length of nearly 60km.
The project is invested to complete a synchronous and modern transport infrastructure; is the largest-scale transport infrastructure investment project invested in Lang Son province.
The project connecting Huu Nghi border gate with the Bac Giang - Lang Son expressway has been completed and the Dong Dang - Tra Linh expressway has just started construction on January 1, 2024.
This is also a strategic link to complete the connection of 2 economic corridors: Nam Ninh - Lang Son - Hanoi - Hai Phong and Lang Son - Hanoi - Ho Chi Minh City - Moc Bai.
Currently, both projects are still facing difficulties, the common problem is the slow movement of technical infrastructure and resettlement organization, affecting the implementation process.
To resolve the problems, the Government Office has just issued Document No. 1947/VPCP-CN conveying the direction of Politburo member and Prime Minister Pham Minh Chinh on these two expressway projects to complete the route in 2025.
Accordingly, regarding compensation, support and resettlement, the Chairman of the People's Committee of Cao Bang province and the Chairman of the People's Committee of Lang Son province focused on promoting propaganda and mobilization for households and individuals affected by the two resettlement projects.
Determined to clear and hand over 100% of the site to the contractor to implement the construction of the two projects before March 31, 2025; complete all relocation of technical infrastructure works, relocation of medium and low voltage power lines in the two provinces before March 31, 2025.
Regarding construction work and project adjustment procedures, the Prime Minister requested investors (Deo Ca Group Joint Stock Company) to fulfill their commitment on the progress of completing and opening projects in 2025; focusing maximum resources, equipment, overtime, and increasing shifts to speed up the construction progress of projects.
The Chairman of the People's Committee of Cao Bang and Lang Son provinces, as the head of the state management agency, is responsible for inspecting, supervising and directing investors, relevant agencies and units to complete the project's route in 2025.
The Chairman of the People's Committee of Lang Son province reported to the competent authority ( Provincial People's Council) to consider and decide to adjust the policy of the Huu Nghi - Chi Lang border gate expressway project under the form of public-private partnership (PPP) in accordance with regulations and authority, to be completed in March 2025.
At the meeting on February 12, according to the Lang Son Provincial Investment and Construction Project Management Board, with the Huu Nghi - Chi Lang border gate expressway project, the project enterprise is currently constructing items on the sections with a site clearance of about 44.78/59.87km and has completed all procedures; arranging 39 construction teams.
The implementation value from the date of construction reached about 472/6,580 billion VND. With the Dong Dang - Tra Linh expressway project, Van Lang district has handed over 23.3/24.8km of site, reaching a rate of more than 94%. Trang Dinh district handed over 22.53/27.13km of site, reaching a rate of over 83% of the area.
Contractors have completed the volume of about 1,500 billion VND.
