This content is stipulated in Decree 363/2025/ND-CP of the Government on policies to attract and value talents for the Vietnam People's Army.
The Decree clearly states the policies on additional allowances for people who value talent.
First, students graduating from military schools, non-military schools and abroad graduating with excellent grades are awarded the rank of officer or ranked salary and the rank of professional soldier, and are entitled to monthly additional allowances up to 250% of the current salary level.
Which includes: salary levels according to military rank, position, title, rank, rank and salary allowances according to the provisions of law within 5 years from the date of the Minister of National Defense's decision to apply the policy of valuing talent.
Second, officers, professional soldiers, national defense civil servants, workers and national defense officials, from the date of the Minister of National Defense's decision on the application of the policy of valuing talent, are entitled to monthly additional allowances equal to 400% of the current salary level.
Which includes: salary levels according to military rank, position, title, rank, rank and salary allowances according to the provisions of law.
Decree 363/2025/ND-CP also stipulates cases of enjoying higher additional allowances as follows:
For professors and associate professors when presiding over advising and proposing guidelines and solutions or having breakthrough scientific research works in strategic and key sectors and fields at the national or international level that are applied in practice and achieve high efficiency; Head architects at the ministerial level, Head architects of projects equal to 550% of the current salary;
For people with doctoral degrees, specialist doctors level II, specialist pharmacists level II, experts, managers, and business administrators when presiding over advising and proposing guidelines and solutions or having breakthrough scientific research works belonging to strategic and key national or international sectors and fields that are applied in practice with high efficiency equal to 500% of the current salary level;
For people with master's degrees, specialist doctors level I, and specialist pharmacists level I when presiding over advising and proposing guidelines and solutions or having breakthrough scientific research works belonging to strategic and key national or international sectors and fields that are applied in practice with high efficiency equal to 450% of the current salary level;
Special cases of working in key areas of the Army that are not subjects above are entitled to an additional allowance equal to 450% of the current salary level.
In addition to the additional allowance level as above, the Minister of National Defense, based on the results of annual task implementation assessments through the quantity, quality and progress of products/works, decides to increase the allowance level from 50% to 100% of the current salary level for individuals with outstanding achievements.
