Completing regulations in the field of salaries and insurance
The Government has just issued Resolution No. 01/ND-CP on key tasks and solutions for implementing the socio-economic development plan and the state budget estimate for 2026.
One of the tasks mentioned in the Resolution is to focus on comprehensive and synchronous development of cultural and social fields, improving people's lives and ensuring social security.
Continue to improve regulations in the fields of salaries, social insurance, labor, and labor relations; focus on implementing Resolution No. 28-NQ/TW of the Central Government on social insurance policy reform (SI); gradually and firmly expand the coverage of SI, building a multi-layered SI system to ensure sustainable social security.
Effectively implement the Conclusions of the Politburo on reforming salary and allowance policies for cadres, civil servants, public employees, and armed forces after arranging the organizational structure and organization of local government at 2 levels.
Strengthen supply and demand connection, develop the labor market; do a good job of labor safety and hygiene and foreign labor management in Vietnam.
Effectively implement policies, programs, and projects to support job creation; focus on creating jobs for young people, vulnerable workers and female workers.
Promote labor structure shift, increase the proportion of non-agricultural labor; quickly shift informal employment to formal employment, support migrant workers from rural areas to urban areas, industrial parks and border workers, ethnic minorities.
Developing labor market information systems. Improving the efficiency of job service organizations; investing in the development of public job service organization systems.
Applying social security codes to people
The Government also requests to innovate and improve the quality of social policies in a comprehensive, modern, inclusive, and sustainable direction. Apply social security codes to people, improve the database on social policies. Implement synchronously and promptly programs, projects, and policies on social assistance.
Paying social assistance through experienced service organizations, a network covering 100% of commune/ward areas is suitable for the specifics of beneficiaries and local conditions.
Review and provide social assistance during the Lunar New Year and pre-harvest period of 2026; provide timely emergency relief when natural disasters and epidemics occur.
Effectively implement policies to support the elderly, people with disabilities, and rehabilitate mentally ill people, children with autism, and people with mental disorders.
Implement the goal of multidimensional, inclusive, sustainable poverty reduction, limiting re-poverty and arising poverty.
Completing poverty reduction policies, avoiding overlap and duplication, associated with sustainable development goals; promulgating conditional support policies, and increasing social policy credit for the poor.
Encourage businesses and cooperatives to link in production, business, product consumption, and develop diverse production models with the participation of poor and near-poor households.
