The Prime Minister decided to award the Certificate of Merit to the police major who heroically sacrificed himself while capturing drug criminals in Quang Ninh.

Member of the Politburo, Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 794/QD-TTg dated April 18, 2025 to grant the Certificate of "Fatherland's Merit" to Major Nguyen Dang Khai, ranked: Department of Drug Crime Investigation Police, Quang Ninh Provincial Police, Ministry of Public Security, who sacrificed their lives in performing the task of fighting and arresting the subject for illegal drug trafficking.

Previously, through the fight against an inter-provincial drug trafficking and transportation ring, at around 8:20 p.m. on April 17, in the area near Dragon Castle apartment building (in Group 10, Zone 10, Bai Chay Ward, Ha Long City, Quang Ninh), the Quang Ninh Provincial Police working group led by the Drug Crime Investigation Police Department discovered and arrested 2 subjects, confiscating 16 heroin cakes.

While chasing the remaining subjects, the subjects used military weapons to attack the police force, causing Senior Lieutenant Nguyen Dang Khai - Drug Crime Investigation Police Department (Quang Ninh Provincial Police) to be shot, killed, and two other comrades to be injured.

The Minister of Public Security signed Decision No. 2786/QD-BCA-X01 dated April 18, 2025 to promote the rank of Major (upgrading the rank beyond the rank) from April 17, 2025 for Senior Lieutenant Nguyen Dang Khai.
