Immediately after directly directing the rescue work at the scene of the QN 7105 train capsize in Quang Ninh, on July 20, at the Government Headquarters, Party Central Committee member and Deputy Prime Minister Tran Hong Ha chaired a meeting with ministries, branches and localities to respond to storm No. 3.
Speaking at the meeting, the Deputy Prime Minister expressed his deep sympathy for the families of the victims who suffered losses in the boat capsize in Ha Long Bay, Quang Ninh.
Despite implementing rescue measures in very difficult conditions, up to now, the authorities have basically completed the salvage of the ship and the search for victims, but there are still some missing cases. The authorities are actively mobilizing human resources and means to continue the search.
The cause of the phenomenon of strong thunderstorms on the afternoon of July 19 in the North and the Gulf of Tonkin is the influence of the tropical convergence zone with an axis passing through the Northern region, combined with the temperature conditions in the Northern region increasing in the past 3 days (the circulation of storm No. 3 has not directly affected the Gulf of Tonkin).
The Deputy Prime Minister requested specialized agencies to accurately assess the scale, intensity, and scope of impact of the storm. Currently, it is estimated that the storm may affect the Northern and North Central regions, with a very large range of impact, stretching from Quang Ninh to Ha Tinh, and even wider due to the impact of the circulation after the storm.
Given the complicated developments of storm No. 3, it is necessary to mobilize all central and local forces, unify emergency action to promptly prevent, avoid and respond effectively to the storm.
The Deputy Prime Minister noted that after perfecting the organization of the two-level local government apparatus, provinces and cities need to review and evaluate the level of readiness to respond to natural disasters, especially before the upcoming storm, to ensure the apparatus after the merger operates effectively and synchronously in all areas, including flood and storm prevention and control.
Ensure clear assignment and effective coordination between forces in implementing tasks, the Deputy Prime Minister noted.
The Deputy Prime Minister emphasized that localities carefully calculate response plans to storm No. 3, in which, protecting people's lives is a top priority. Commune Party committees and authorities must take responsibility for failure to strictly implement the requirements and causing damage to people and property.
The Deputy Prime Minister stated that storm No. 3 is very strong, has complex developments, fast movement speed, and has long stops near the mainland, increasing the risk of damage when making landfall. Therefore, specialized agencies must provide complete and accurate information, correctly assess the complex and dangerous nature of storms, and avoid subjective psychology in storm prevention and control.
Ministries, branches and localities must maintain a 24/7 duty regime, based on hourly updated bulletins and full 3-hour/time forecasts from the Hydrometeorological Forecasting Center for timely direction and operation.
The Government leaders also requested inspections of the dyke system in key areas such as Ninh Binh and Thanh Hoa - where many dyke lines have not been completed and need urgent restoration and repair.
The Deputy Prime Minister emphasized: "Prevention work must always be ready, proactive on a scientific basis, absolutely not subjective".
