The Ministry of National Defense is seeking opinions on a draft Circular on leave for officers, professional soldiers, workers and defense officials.
Accordingly, the Circular stipulates the leave regimes, the authority to resolve, register, manage, and suspend the leave regime for officers, professional soldiers in active service, defense workers, and defense officials in agencies, units, and organizations under the Ministry of National Defense.
Notably, the draft Circular refers to the content of soldiers, workers and defense officials stationed in units far from home (where their spouses reside; biological children, legally adopted children; father, mother, legal guardian of themselves, of their spouses or husbands) who are entitled to an additional 10 days off per year in one of the following cases:
Military station 500 km or more away from home;
Deployed in areas with particularly difficult socio-economic conditions; remote areas, border areas 300 km or more away from family.
Stationed in the islands of Truong Sa archipelago and DK Forces.
Every year, agencies and units from regimental level and above will plan for soldiers, workers and defense officials to retire, depending on the nature and requirements of the unit to determine the appropriate retirement rate, regularly ensuring combat readiness and completing the task.
For academies, schools will arrange for military personnel, workers and defense officials to take a day off to focus on the summer and Lunar New Year.
Regarding the authority to resolve leave regimes:
Regiment commanders, regimental Political Commissars and equivalent or higher shall resolve for soldiers, workers and defense officials under their authority;
Officers holding positions from Regiment Commander, Political Commissar of the regiment and equivalent or higher are directly decided by the commander and political committee at the higher level.
Regarding the suspension of leave:
When there is an order of encouragement, during wartime and in a state of national defense emergency, the Minister of National Defense shall issue an order to suspend the implementation of the leave regime; soldiers, workers and national defense officials who are performing the leave regime prescribed in this Circular must return to their units.
When a unit has an emergency task, in particular, any commander at any level with the authority to resolve the leave regimes prescribed in this Circular shall have the right to call soldiers, workers and defense officials to the unit to perform the task.
