As reported by Lao Dong on October 15, the Investigation Police Agency of Binh Thuan Province Police on the same day initiated a criminal case related to the bidding of AIC International Progress Joint Stock Company (AIC Company), which occurred at Binh Thuan Province Traditional Medicine and Rehabilitation Hospital (Traditional Medicine Hospital).
The police agency determined that there were signs of the crime of "Violating bidding regulations causing serious consequences", as prescribed in Clause 3, Article 222 of the current Penal Code and Articles 36, 143, 153, 154 of the Criminal Procedure Code.
The Investigation Police Agency of Binh Thuan Province Police accordingly initiated a criminal case to investigate the crime of "Violating bidding regulations causing serious consequences" occurring at Binh Thuan Traditional Medicine Hospital, AIC Company and related units, occurring since 2014.
Regarding this incident, information on the Government Electronic Information Portal on October 15 said that in June 2024, the Chief Inspector of Binh Thuan province officially signed the conclusion of the inspection of compliance with regulations on bidding and procurement of assets and equipment for bid packages won by AIC Company in the province.
The conclusion was issued after the inspection team inspected 11 bidding packages at the Department of Health, Department of Education and Training and Binh Thuan Traditional Medicine Hospital.
The inspection results showed that, for the bidding package at Binh Thuan Traditional Medicine Hospital, the investor included criteria in the bidding documents that could limit the participation of contractors, creating conditions for AIC Company to win the bid.
The equipment package provided by AIC Company to the hospital is worth more than 12.78 billion VND.
Meanwhile, the input price (not including the price of the high-speed handpiece and slow handpiece of the dental chair and instruments because AIC Company could not provide the purchase invoice) was more than VND 8.77 billion, a difference of about VND 4.01 billion, of which 20/36 devices had a value increase of 150% - 450%.
The inspection agency pointed out that there were signs of violating Article 222 of the 2015 Penal Code: Crime of violating bidding regulations causing serious consequences.
Also from the above inspection results, the Binh Thuan Provincial Inspectorate transferred the case file and case at the Binh Thuan Provincial Traditional Medicine Hospital to the Investigation Police Agency, Binh Thuan Provincial Police to continue handling according to regulations in exchanging information on crimes and resolving recommendations for prosecution discovered through inspection activities.
