The Central Organizing Committee issued Instruction No. 31-HD/BTCTW dated April 23, 2025 on the establishment of a Party organization corresponding to local administrative units and the arrangement of the apparatus of the Vietnam Fatherland Front, provincial and commune-level unions.

Accordingly, for the establishment of the Party Committee of the provinces and cities directly under the Central Government after the consolidation and merger of the provincial administrative unit, on the basis of the approved project and the decision of the competent authority on the establishment of the Party Committee and appointing the Party Committee, the Standing Committee of the Party Committee, the Secretary, the Deputy Secretary, the Inspection Committee, the Chairman, the Vice Chairman of the Inspection Committee; The Standing Committee of the provincial Party Committee assigns and arranges leaders, managers and cadres, civil servants and officials of specialized agencies in advising, assisting and non -business units of the Party Committee according to the competence and on the basis of existing payroll; consolidate party committees and affiliated committees as prescribed; Completed before September 15, 2025.

The Central Organizing Committee will appraise the projects of provinces and cities; To advise and submit to the Politburo and the Secretariat to decide on the establishment of the Party Committee of the provinces and cities directly under the Central Government, appoint the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary of the Provincial Party Committee, the Party Committee, the Inspection Committee, the Chairman, the Deputy Chairman of the Provincial Party Committee Inspection Committee, the Mission terms for the term 2020-2025, the time to complete synchronously with the consolidation of the provincial administrative unit (no later than January 15, 2025).

For provinces and centrally run cities that do not merge provincial-level administrative units, provincial and municipal Party committees shall lead and direct work according to functions, tasks and authority prescribed by the Central Government.

After the Resolution of the National Assembly on the amendment and supplementation of a number of articles of the 2013 Constitution and the merger and consolidation of provincial administrative units, the Resolution of the Standing Committee of the National Assembly established the effective communal administrative units to implement, the provincial -level committees decided to end the district and commune level Party (former); Establishing a new commune -level Party Committee after merging is the direct superior Party Committee of the Party grassroots organization.

The Central Organizing Committee also noted, in the process of performing the task of arranging, organizational structure, provinces and cities, it is necessary to strictly implement the Party's Charter, Resolution of the Central Government, conclusions and directions of the Politburo and the Secretariat.
