The Government discusses merging provinces and building a two-level government

The Government Party Committee discussed plans to merge provinces; agreed on a two-level local government model, which is the provincial and grassroots levels.

On the afternoon of March 5, implementing the direction of the Politburo in Conclusions 126, 127, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government Party Committee to discuss and give opinions on the project to reorganize and reorganize administrative units at all levels and build 2-level local governments to prepare for submission to competent authorities.

Also attending were Politburo members: Permanent Deputy Prime Minister of the Government, Permanent Deputy Secretary of the Government Party Committee Nguyen Hoa Binh, General Phan Van Giang - Minister of National Defense, General Luong Tam Quang - Minister of Public Security; members of the Party Central Committee, Deputy Prime Minister, Deputy Secretary of the Government Party Committee, Ministers, Heads of ministerial-level agencies, members of the Standing Committee of the Government Party Committee.

After listening to the report of the Ministry of Home Affairs and the opinions of the delegates, the Standing Committee of the Government Party Committee agreed on a two-level local government model, which is the provincial level (including provinces and centrally run cities) and the grassroots level.

The Government Party Committee also discussed plans to merge some provincial-level units, not organize at the district level, and merge some commune-level units.

Party Secretary and Prime Minister Pham Minh Chinh emphasized that the arrangement of provincial-level administrative units needs to be based on a number of important criteria, namely area, population, economy, culture and the ability to complement and support each other for development.

The Prime Minister highly appreciated the preparation work of the Ministry of Home Affairs and relevant agencies, and requested that agencies soon complete the Project and report to the Politburo for comments.
