The Government decides to reduce land rent by 30%

The Government has just issued Decree 87/2025/ND-CP dated April 11, 2025, regulating the reduction of land rent in 2024.

The Decree stipulates the subjects of application for land rental reduction in 2024, including:

Firstly, the land user in accordance with Article 4 of the 2024 Land Law is being leased land directly by the State according to the decision on land lease or land lease contracts or land use right certificates, ownership of properties attached to the land of competent state agencies that are in effect in 2024 in the form of annual land rent.

In case in 2024, the land user has not completed the legal procedures on land but by the time of submitting the application for land rent reduction as prescribed in this Decree has completed the legal procedures on land, he/she is eligible for land rent reduction as prescribed in this Decree.

This regulation applies to both cases where land users are not exempted from or have their land rent reduced or have expired and cases where land users are receiving a reduction in land rent according to the provisions of the law on land and other relevant laws.

Second, the competent authority will handle the dossier of land rent reduction; other relevant agencies, organizations and individuals.

The Decree stipulates a 30% reduction in land rent payable in 2024 for land users who are the first subjects above.

The land rent reduction rate prescribed above is calculated on the land rent payable in 2024 according to the provisions of law. No reduction is made on the remaining land rent of the years before 2024 and the late payment fee (if any).

In case the land user is receiving a reduction in land rent according to regulations or/and a deduction of compensation and site clearance according to the provisions of law on land rent, the reduction in land rent prescribed above is calculated on the land rent payable (if any) after being reduced or/and a deduction according to the provisions of law.
