From July 1, 2025, Ninh Binh province officially closed its own Public Service Portal, fully integrating into the National Public Service Portal, becoming a pioneer locality in administrative reform.
Currently, Ninh Binh province provides 1,966 online public services, of which 1,364 are full-process services. The rate of online records reached over 88%, the total number of records received after 4 months of merger reached 516,007 records, of which 454,688 records were online.
The operating system is stable and transparent, contributing to reducing costs and time for people and businesses.
Mr. Dang Xuan Phong - Member of the Party Central Committee, Secretary of the Ninh Binh Provincial Party Committee said that the province has seriously implemented the instructions of the Central Government and the Government, achieving many positive results after reorganizing administrative units and operating local governments at 2 levels.
The government apparatus quickly stabilized, political security and social order were maintained, economic growth remained high.
After nearly 5 months of implementing the 2-level local government model, communes and wards in the province have basically operated stably and smoothly. Party committees and authorities of communes and wards focus on overcoming difficulties, serving people and businesses better and better, contributing to promoting the socio-economic development of the province.
The arrangement, assignment and use of cadres, civil servants and public employees at the commune level has received special attention from Party committees and authorities at all levels. Most cadres, civil servants and public employees are arranged in accordance with their professional qualifications and working fields.
Up to now, 100% of public administrative service centers in communes and wards have ensured adequate facilities and equipment on the basis of making the most of them, not wasting old equipment of units subject to merger.
The Public Administration Service Centers of communes and wards will arrange from 5 to 7 cadres and civil servants in charge of the fields, responsible for receiving and handling administrative procedures.
According to Ninh Binh Provincial Party Secretary Dang Xuan Phong, the results of implementing the two-level local government model have been very active and proactive in arranging and perfecting the organizational apparatus and staff organization. Ensure the operation of the grassroots political system is stable and smooth.
However, because it is a new model and has no precedent, it is inevitable that there will be initial confusion in the organization and implementation process.
Ninh Binh province has directed relevant levels and sectors to proactively review and develop a comprehensive plan on the arrangement and assignment of cadres and civil servants of the Party, mass organizations and commune governments in a scientific and reasonable manner.
Along with that, strengthen the mobilization and secondment of cadres to ensure harmony and efficiency, associated with the issuance of appropriate support and encouragement mechanisms and policies.
Prioritize investment in and upgrading working headquarters, public spaces, and facilities for cultural, medical, and educational activities. Ensure working conditions for means and equipment for communes and wards after the arrangement.
Based on the specific situation to study the establishment of a Project Management Board or a Commune-level Public Service Center. At the same time, promote decentralization of finance and staff to promote the initiative and creativity of grassroots government.
