According to the assigned decision, Vice Chairman of the Ho Chi Minh City People's Committee Tran Van Bay will help the Chairman of the Ho Chi Minh City People's Committee monitor, direct and resolve records and work in the fields of national defense, security, internal affairs, inspection and examination, as well as supervise working delegations of the Central and the Government.
Mr. Tran Van Bay also directly directed and signed administrative documents related to assigned areas, except for tasks under the authority of the Standing Vice Chairman under Decision No. 739 of the Chairman of the Ho Chi Minh City People's Committee.
Mr. Tran Van Bay received this assignment from Mr. Nguyen Van Tho - former Permanent Vice Chairman of the Ho Chi Minh City People's Committee, currently holding the position of Vice Chairman of the Ho Chi Minh City People's Council, 10th term, 2021 - 2026.
Born in 1971 in Dong Nai, Mr. Tran Van Bay used to hold the position of Chief Inspector of Ho Chi Minh City. On November 14, 2025, he was elected by the Ho Chi Minh City People's Council to hold the position of Vice Chairman of the Ho Chi Minh City People's Committee.
The assignment of work aims to ensure continuity and efficiency in the direction and operation of the People's Committee and the Chairman of the Ho Chi Minh City People's Committee.
Currently, the Standing Committee of the Ho Chi Minh City People's Committee has 10 members, including Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc and 9 Vice Chairmen: Nguyen Loc Ha, Nguyen Van Dung, Bui Xuan Cuong, Bui Minh Thanh, Nguyen Manh Cuong, Tran Van Bay, Nguyen Cong Vinh, Hoang Nguyen Dinh and Ms. Tran Thi Dieu Thuy.
