On the morning of December 3, at the 10th Session, Chief Justice of the Supreme People's Court (SPC) Nguyen Van Quang reported on the implementation of a number of resolutions of the 14th and 15th National Assembly on thematic supervision and questioning.
The Courts have resolved 96.71% of cases and 92.82% of defendants in crimes related to land use and planning, exceeding the target assigned by the National Assembly by 8.71%. The quality of settlement and trial is guaranteed; 100% of cases are tried within the prescribed time limit.
Regarding the practice of thrift and combating waste in Resolution No. 74/2022/QH15, the Supreme People's Court has issued many documents directing and guiding the management and use of state budget and assets; regularly inspecting and urging the Courts to strictly implement regulations on practicing thrift and combating waste.
The use and management of the budget must ensure savings and efficiency; the purchase, liquidation and transfer of assets must comply with standard standards, publicity and transparency.
To strengthen discipline and public order, every year, the Supreme People's Court issues plans to prevent and combat corruption, waste and negativity; plans to verify assets and income; inspection plans; at the same time, proactively detect and strictly handle violations of officials, especially acts of taking advantage of their duties to commit corruption and negativity.
By promptly and strictly implementing the task of trialing acts of evasion of social insurance and unemployment insurance as stated in Resolution No. 100/2023/QH15, the Courts have focused on protecting the rights of employees affected by enterprises that evade insurance payments; creating conditions for employees to present their rights requirements that have been violated, ensuring fairness and democracy.
The trial work was carried out seriously, ensuring strictness, the right person, the right crime, and the right law. The Courts have resolved 92.31% of cases and 82.65% of defendants related to evasion of social insurance payment and other acts of fraud and profiteering.
Regarding the task of improving the quality of trial, resolving all types of cases, and increasing resources for the Court's activities as stated in Resolution No. 109/2023/QH15, the Courts have focused on mediation and dialogue work, limiting cases beyond the statute of limitations for settlement according to regulations; strengthen coordination with relevant agencies to promptly resolve cases.
The trial of criminal cases ensures strictness, the right person, the right crime, the right law; no cases of wrongful conviction of a person without crime have been discovered.
The rate of judgments and decisions canceled or amended due to subjective reasons every year meets the requirements of the National Assembly Resolution.
To meet the requirements set forth in the National Assembly Resolution, the Supreme People's Court has identified a number of tasks and solutions that need to be focused on in the coming time, including continuing to implement well the solutions to speed up progress and improve the quality of settlement and trial of all types of cases.
Strengthen political and ideological education, sense of responsibility, political courage and professional ethics for cadres and civil servants. Review, amend and supplement relevant legal documents to ensure effective operation.
Strengthen inspection, examination, and direction of trials; continue to invest in building and renovating court headquarters at all levels to consolidate and modernize the facilities of courts at all levels.
