On April 23, Party Central Committee member and Deputy Prime Minister Tran Hong Ha worked with ministries, branches, Binh Phuoc, Nam Dinh and Thai Binh provinces on the implementation of the two expressway projects Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc), Nam Dinh - Thai Binh.
According to the feasibility study report, the Gia Nghia - Chon Thanh expressway project, part of the North - South expressway in the West, is about 124 km long, with a total investment of VND 20,434 billion, implemented under the public-private partnership (BOT) method, construction - business - transfer contract type.
Chairman of Binh Phuoc Provincial People's Committee Tran Tue Hien pledged to complete all preparations to be able to start the project as planned.
Concluding on this content, the Deputy Prime Minister requested ministries and branches members of the State Appraisal Council to immediately send documents to Binh Phuoc province and investors to study, absorb, explain, and clarify some contents in the Feasibility Study Report; complete the Environmental Impact Assessment (EIA) report, and submit the basic technical design to competent authorities for approval.
The Government leaders agreed to assign Binh Phuoc, according to its authority, to select an investor to start the project in accordance with the direction of the Prime Minister.
"The content of BOT contracts must ensure harmonious benefits, shared risks between the State, investors and people, and conduct periodic audits to adjust the plan and toll collection time to suit reality," the Deputy Prime Minister noted.

Regarding the implementation of the Nam Dinh - Thai Binh expressway project, Chairman of the Thai Binh Provincial People's Committee Nguyen Manh Hung said that the biggest difficulty is bidding and selecting investors for the project.
The Nam Dinh - Thai Binh Expressway project has a total length of 60.9 km (33.3 km in Thai Binh province, 27.6 km in Nam Dinh province), a scale of 4 complete lanes, and a design speed of 120 km/h. The total estimated investment capital is more than VND 19,784 billion, under the public-private partnership (BOT) method.
To date, the two provinces of Thai Binh and Nam Dinh have cleared 304/492 hectares of land to serve the project. The central budget has allocated the project VND 5,700 billion, Thai Binh province VND 362 billion, Nam Dinh province VND 1,000 billion.
The Deputy Prime Minister agreed with the recommendations of the two provinces of Thai Binh and Nam Dinh on extending the time for disbursement of central budget capital in accordance with the project implementation situation.
The Deputy Prime Minister requires investors to have the conditions, financial capacity, technical technology, construction, supervision ... to ensure the progress and quality of the project, to connect the entire Ninh Binh - Hai Phong highway in accordance with the plan, in order to enhance the connection of the Southern Red River Delta and the Northern coastal provinces.
