Preparing to reorganize tax, customs and insurance agencies after provincial mergers

The Government requires a plan to arrange tax agencies, state treasury, customs, social insurance, banks, etc. in accordance with the merger of provinces.

The Government has just issued Resolution No. 74/NQ-CP promulgating a plan to implement the arrangement of administrative units and build a 2-level local government organization model (plan).

One of the notable contents of the plan is the arrangement of tax agencies, state treasury, customs, social insurance, statistics, and banks.

The Government requests that before April 10, 2025, the Ministry of Home Affairs coordinate with relevant ministries and branches to advise the Government Steering Committee to direct the Ministry of Finance, the State Bank of Vietnam, and relevant agencies to continue researching and having plans to reorganize tax agencies, state treasury, customs, social insurance, statistics, and banks.

The arrangement of these agencies is in line with the merger of provincial-level administrative units and the implementation of the 2-level local government organization model.

Previously, from March 1, 2025, the model of the General Department of Customs was replaced by the Department of Customs, and 35 Departments of Customs of provinces and cities were reorganized into 20 Regional Customs Bodies. This is the largest restructuring in the history of the Customs sector, aiming to streamline the apparatus, cutting more than 53% of units, helping to increase management efficiency.

Meanwhile, on February 26, the Minister of Finance signed and issued Decision No. 381/QD-BTC stipulating the functions, tasks, powers and organizational structure of the Tax Department, effective from March 1.

Accordingly, the model of the General Department of Taxation is changed to the Tax Department, organized from the central to local levels according to the 3-level model.

At the central level, the Tax Department has 12 units: Office; International policy and tax committee; Legal Department; Tax Professional Board; Estimation Board, Accounting, Tax Statistics; The Management Board complies and supports taxpayers; Technology balconies, digital conversion and automation; Inspection board; Personnel Organizing Committee; Department of Finance and Administration; Big Business Tax Sub -Department; E -Commerce Tax Sub -Department.

Local tax branches: 63 provincial and municipal tax branches were previously reorganized into 20 regional tax branches as follows:

Tax teams of districts, towns, cities under provinces and centrally run cities, inter-district tax teams (collectively referred to as district-level tax teams) under the Regional Tax Department: Including 350 tax teams, reorganized from 413 previous tax branches.

According to the new organizational model, the entire Tax sector has decreased from 4,141 units to 3,108 units.

After merging into the Ministry of Finance, the organizational structure of Vietnam Social Security is organized from the central to local levels according to a 3-level system. Of which, Vietnam Social Security has 14 advisory units at the central level; 35 regional social insurance; no more than 350 district-level insurance.
