On the afternoon of October 10, the Ministry of Public Security held the 3rd National Online Conference on Digital Transformation and reviewed 2 years of implementing Plan 377 on digitizing records and documents in the People's Public Security Force.
Senior Lieutenant General Luong Tam Quang - Politburo member, Minister of Public Security, Head of digital transformation and Head of Project 06 implementation Ministry of Public Security - attended and delivered a speech at the conference.
Deputy Minister of Public Security Nguyen Van Long informed that to date, the Ministry of Public Security has issued 87.7 million identification cards to citizens; more than 78.3 million electronic identification accounts have been issued and over 57.1 million accounts have been activated.
In the first 9 months of 2024, 55.8 million online applications were received, reaching a rate of more than 98% (an increase of over 13% compared to 2023). The Ministry of Public Security public service portal ranked 2nd out of 21 ministries and branches. For essential public services, about 3,500 billion VND is saved annually.
The Ministry of Public Security has promoted the deployment of utilities on the VNeID application such as: Electricity bill payment; Tax bill; Referral paper; Re-examination appointment paper; Charity platform to mobilize donations and support for people affected by Typhoon Yagi.
In particular, the Ministry of Public Security is a pioneer in implementing the Law on Electronic Transactions. People can present their driver's license integrated into the VNeID application when participating in traffic without having to carry documents as before and deploy the first-time vehicle registration online throughout the entire process on VNeID.
Since the beginning of 2024, the Ministry of Public Security has coordinated with the People's Committee of Hanoi City and Thua Thien Hue Province to promote the implementation of utilities according to 19 pilot models, initially receiving positive responses from people with some models such as: Electronic health book and issuance of Judicial records on the VNeID application.
With over 32 million electronic health book data for people and over 50,000 records of issuing Judicial Records via VNeID, on October 2, the Prime Minister chaired and "pressed the button" to expand the nationwide pilot implementation of Electronic Health Books and issuing Judicial Records on the VNeID application.
At the conference, Minister Luong Tam Quang emphasized: Ensuring the digital transformation of the police force must be substantial, high-quality, modern, worthy of the exemplary pioneering role in national digital transformation;
Review and evaluate overall difficulties and bottlenecks, clearly identify tasks, responsibilities, and completion time to thoroughly overcome them; regularly count, check, and handle responsibilities of units behind schedule and responsibilities of leaders.
Focus on developing private fiber optic infrastructure, Internet of Things, big data, cloud computing, wide transmission, confidentiality, security, and safety to meet the requirements of the public security sector; develop a synchronous and reliable computer network of the Ministry of Public Security; research artificial intelligence of data in the public security sector; build a 5G mobile telecommunications network to ensure security and safety, serving the work of ensuring social order and safety, and socio-economic development.
Minister Luong Tam Quang noted that in the process of digital transformation, it is necessary to build a digital data warehouse; ensure network security, information safety, and digital data confidentiality, and consider this a key factor determining the success of digital transformation.
