Japan: Administrative civil servants retire from the age of 60, for specific job positions, it is difficult to supplement personnel, the retirement age is over 60 years old but not over 65 years old.
The civil servant participating in protecting the Government building and the technical staff is 63 years old. The retirement age for medical staff is 65 years old. This regulation does not apply to temporary civil servants, civil servants appointed during their term and civil servants working part-time.
The Minister has the right to extend the working period of civil servants who have reached the mandatory retirement age by 1 more year and can extend it once after reaching an agreement with the National Personnel Council.
Thailand: Retire if you are 60 years old. For technical positions or tasks that require personal skills, they can continue to serve the Government until the age of 70.
According to the Ministry of Home Affairs, most countries regulate the retirement age of 60-65 years old, but for some technical fields, high expertise, consultants, and experts can extend to 75 years old. Countries also regulate early retirement regimes when civil servants have ensured the number of years of service, and have a need for early retirement to do business, care for elderly parents and children.
Therefore, the Ministry of Home Affairs believes that Vietnam should refer to the experience of countries in regulating early retirement and for some areas requiring high technology, experts and consultants can extend the retirement age to 70 years old.
Sharing with Lao Dong about this issue, Dr. Nguyen Thi Lan Huong - former Director of the Institute of Science, Labor and Social Affairs (Ministry of Labor - Invalids and Social Affairs, now the Ministry of Home Affairs) said that the retirement age of a person is determined by the longevity and economic capacity to survive when the working age is over.
In fact, many retired workers still have the need to work and contribute to society. This proves that the trend of increasing the retirement age, in addition to meeting working needs, can also help increase a legitimate income for older workers.
The State, businesses and society need to be better prepared to use elderly workers, encourage individuals, agencies, and production and business establishments to create jobs and a working environment suitable to their abilities and health. From there, promote their valuable experience accumulated during the working process.
According to the 2019 Labor Code, the retirement age of employees in normal working conditions is adjusted according to the roadmap until reaching 62 years old for male employees in 2028 and 60 years old for female employees in 2035.
