Politburo member and Prime Minister Pham Minh Chinh has just signed Directive No. 07/CT-TTg to promote the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation.
The Prime Minister assigned the Ministry of Finance to develop a Plan to promote the implementation of Directive 18/CT-TTg dated May 30, 2023 of the Prime Minister to serve the development of e-commerce, prevent tax losses, ensure monetary security, and assign specific responsibilities to each ministry to organize implementation, to be completed in March 2025.
Develop and advise the Government to submit to the National Assembly for promulgation a Resolution regulating specific mechanisms for investment, public investment, and public procurement of digital products and services to strongly promote national digital transformation in the 2025-2030 period, and report to the Government in May 2025.
Arrange the state budget for science and technology, meeting the requirements of Resolution 57-NQ/TW submitted to competent authorities, ensuring the allocation of at least 3% of the budget for science and technology and continuing to increase the ratio to 2% of GDP in the next 5 years.
A 5% GDP rate can be arranged immediately if necessary and used, creating confidence for scientists and businesses, to be completed in December 2025.
Restructuring the process, reusing digital data to reduce, not requiring people and businesses to present, submit, and re-declare digitized information and documents; prioritizing research on putting digitized land data into reuse to reduce administrative procedures for residence; district and commune-level administrative units that have completed digitalization must be put into use in the second quarter of 2025.
Upgrade and complete the information technology infrastructure to meet the requirements of Document No. 1552/BTTTT-THH and Document No. 708/BTTTT-CATTT of the Ministry of Information and Communications (now the Ministry of Science and Technology); complete the connection between the Information System for handling administrative procedures at the ministerial and provincial levels and the National Population Database to serve the settlement of administrative procedures and public services according to Decree No. 107/2021/ND-CP of the Government, to be completed in 2025.
Develop a digital transformation project of ministries and branches similar to Project 06 and ensure connection with Project 06 with 11 utilities, the goal of the Ministry of Public Security has built, focused resources, directed the implementation to be complete and implemented in the period from now until the end of 2025; put utilities into regular use to serve digital transformation; mobilize social resources and other legal resources to ensure implementation costs.
Regarding data development, the Prime Minister requested to focus on completing the review and updating of the National Data Strategy, to be completed in the second quarter of 2025.
Complete the construction, exploitation and use of national databases and specialized databases (in which priority is given to completing databases on land, construction, insurance, finance, enterprises, employment, healthcare, education) and connect and authenticate with the National Population Database in August 2025, synchronizing data to the National Data Center.
Previously, on March 7, Prime Minister Pham Minh Chinh chaired a national online conference to disseminate and implement the laws and resolutions that were just passed at the 9th Extraordinary Session of the 15th National Assembly.
At the conference, the Prime Minister said that he plans to spend nearly VND10,000 billion to implement Resolution 57 of the Politburo on breakthroughs in the development of science and technology.
