Announcing the President's amnesty decision for 2025

On the morning of March 4, in Hanoi, the Office of the President held a press conference to announce the President's decision on amnesty in 2025.

At the press conference, Decision No. 266/2025/QD-CTN of the President on amnesty in 2025 was announced. Implement early released amnesty for those sentenced to prison terms, imprison with relatives on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025).

The prison sentence for amnesty has been served until April 30, 2025. The subjects of amnesty include: People serving a term of imprisonment, people sentenced to life in prison who have been reduced to a term of imprisonment, and people whose prison sentences have been temporarily suspended.

Regarding the condition for being proposed for amnesty, a person serving a term of imprisonment, a person sentenced to life in prison who has been reduced to a term of imprisonment, and a person proposed for amnesty must meet the following conditions:

- There is much progress, good self-reliance and is classified as having a good or good prison sentence according to the provisions of the law on criminal enforcement.

- Having served a prison sentence of at least one-third of the time in cases of limited prison sentences, if the prison sentence has been previously reduced, the reduced period will not be counted in the time the prison sentence has been served.

- Having served a prison sentence of at least 14 years in a case of a life sentence that has been reduced to a term, if after being reduced to a term the prison term continues to be reduced, the reduced term will then not be counted in the time the prison sentence has been served.

- A person convicted of destroying the implementation of socio-economic policies; the crime of destroying solidarity policies; the crime of organizing, forcing, inciting others to flee abroad or stay abroad in order to resist the people's government; the crime of fleeing abroad or staying abroad in order to resist the people's government.

- Having served a prison sentence of at least 17 years in a case of a life sentence that has been reduced to a term, if after being reduced to a term the prison term continues to be reduced, the reduced term will then not be counted in the time the prison sentence has been served.

- Having completed the additional penalty of a fine, and having paid the court fee.

- Having fulfilled the obligation to return assets, compensation for damages, and other civil obligations to those sentenced to prison for corruption crimes...

Speaking at the press conference, Deputy Head of the Office of the President Pham Thanh Ha emphasized that from 2009 to present, the State has conducted 10 amnesty sessions for important events, major national holidays, amnesty for nearly 100,000 prisoners who have undergone reform, worked, studied well and returned to the community and society.

The results of the amnesty sessions have ensured political, legal and foreign affairs requirements that have been agreed by the people in the country and highly appreciated by the international public.

With the President's amnesty decisions, tens of thousands of people have enjoyed the joy of leniency, returned to their families, and are ready to rebuild their lives.

Most of the amnestied people have returned to their residence, stabilized their lives, and worked honestly, the rate of amnestied people re-offending is very low.
