The Government has just issued Decree No. 334/2025/ND-CP stipulating the standards for civil servant title leadership and management in state administrative agencies.
General standards applied to leadership and management civil servant positions include: standards on politics and ideology; standards on ethics, lifestyle, sense of organization and discipline; standards on qualifications; standards on capacity, prestige and ability to gather and unite; standards on work results; health, age and experience.
In particular, in terms of qualifications, the Decree clearly states: In terms of expertise, civil servants in leadership and management of university degrees or higher are suitable for the job position according to the regulations of the ministry, branch or locality where they work.
Regarding political theory: Graduated with a bachelor's degree in political theory or a senior political theory major or a senior political theory - administration major or confirmed equivalent to a high level of political theory by a competent authority. Graduated from intermediate level of political theory or higher or intermediate level of political theory - administration or confirmed to be equivalent to the intermediate level of political theory of a competent authority: Applicable to the remaining positions.
Confirmation of equivalent political theory qualifications shall comply with the regulations of competent authorities.
Regarding capacity, prestige and ability to gather, unite, the decree clearly states: Having innovative thinking, strategic vision, flexible and effective approaches and solutions; having the ability to grasp, synthesize, analyze, evaluate, forecast and make timely and accurate decisions; having the ability to contribute to the planning of policies and guidelines and leadership, directing the effective implementation of common development goals.
Be able to detect new problems and limitations and inadequacies in practice; proactively propose appropriate, feasible and effective policies, tasks and solutions to promote innovation and development.
Having prestige, being trusted and trusted by cadres, civil servants, public employees, workers, and the masses in the locality, agencies and units.
Having the ability to gather, unite internally, not in groups or locally; creating unity, promoting collective strength; maintaining discipline, administrative discipline, preventing and combating corruption, waste and negativity internally, building a clean, strong and comprehensive collective.
The Decree also stipulates a number of specific cases applying title standards when appointing. Accordingly, in cases of being transferred or rotated from another place, it is not necessary to ensure the standard of "exercising the position of leader or manager directly below" applied to the corresponding position specified in this Decree.
In case of appointing civil servants to hold leadership and management positions according to Party regulations and the law on attraction and promotion policies for talented and expert people, it is not necessary to fully ensure the title standards specified in this Decree, but must be completed within 36 months from the date of appointment.
When considering and appointing a new position not included in this Decree, the competent authority appointing the person shall apply general standards and apply specific standards for equivalent positions with similar positions and characteristics.
