The People's Committee of Da Nang City has just issued Plan No. 04/KH-UBND dated July 16, 2025 on implementing administrative procedures regardless of administrative boundaries within the city. The goal is to create maximum convenience for individuals and organizations when carrying out procedures, while promoting digital transformation, building digital government and digital society.
The plan sets a target of at least 50% of administrative procedures being received and returned regardless of the boundary by September 1, 2025; by November 1, 2025, it will reach 100%.
Key contents include reviewing and restructuring processes; improving the quality of procedures in the electronic environment; digitizing 100% of records and settlement results; perfecting and developing a database "correct, complete, clean, and alive", connecting and sharing between systems.
At the same time, upgrading the National Public Service Portal, the City Administrative Procedure Information System; developing and promulgating a list of procedures regardless of administrative boundaries; internal electronic processes, ensuring interconnected handling between levels.
The city also evaluates technical infrastructure and human resources, adjusts regulations requiring people to carry out procedures at their place of residence to expand their authority to receive and return results. Ensure facilities, train skills for staff, and promote communication on official channels.
The City People's Committee assigned departments, branches, sectors, and commune-level People's Committees to proactively implement tasks according to the plan, ensuring progress and quality. The heads of the units are responsible to the Chairman of the City People's Committee for the implementation results. The units are also responsible for proposing a list and procedures for administrative procedures to be implemented at the Public Administration Service Centers at the commune and city levels.
The Department of Justice shall coordinate with the Office of the City People's Committee and related units to strictly control the promulgation of regulations and administrative procedures, ensuring compliance with legal regulations and in accordance with planning goals.
The Department of Science and Technology coordinates with units to promote the provision of procedures in the electronic environment; upgrade the city's administrative procedure information system, synchronously integrate with national and specialized data.
The City People's Committee Office monitors, inspects, urges the implementation of the plan, promptly reports to remove obstacles; compiles, submits for approval the list of administrative procedures according to the roadmap and publicly announces it on the City's Information System and Electronic Information Portal.
