On November 20, continuing the 10th Session, the National Assembly discussed in the hall a number of Laws related to education.
Commenting on the draft Law amending and supplementing a number of articles of the Law on Education, delegate Nguyen Anh Tri (National Assembly Delegation of Hanoi) emphasized the need for a breakthrough to prevent school violence.
According to delegate Nguyen Anh Tri, school violence in our country is a painful and heartbreaking story. In particular, in recent months, the number of cases has skyrocketed and "reached a level of cruelty and violence much greater than before".
This delegate gave specific evidence such as a student in Lao Cai stabbed his friend many times, pushed him into the lake and then calmly left. Students in Ho Chi Minh City beat up a group of friends, breaking 3 ribs.
Or last October, a 10th grade student in Thanh Hoa was stabbed to death by a 12th grade student. In September, a student in Hanoi grabbed his hair and punched his homeroom teacher. A male student in Ha Tinh was beaten by a friend and was hospitalized and died.
Many opinions say that school violence is increasing in severity despite Circular 19 of the Ministry of Education and Training (MOET). Delegate Tri said that this Circular is still unclear and has not been demonstrated yet.
"Because it has not yet arrived, it is not clear, and has accidentally caused school violence to flare up. I hope the National Assembly, the Government, and the whole society will join hands to create a breakthrough in preventing school violence" - delegate Tri emphasized.
The delegate suggested that there should be a strong determination to prohibit school violence right in the National Assembly resolution. At the same time, the Ministry of Education and Training needs to soon issue and announce a separate circular on solutions to prevent school violence.
Preventing school violence, according to the delegate, requires not only the role of the school but also the family and society. In particular, it is necessary to ensure the right to study in an environment without school violence for students.
"We need to pay attention to the rights of teachers, not be offended. Only then can school violence be solved at its root" - delegate Nguyen Anh Tri emphasized.

Meanwhile, delegate Nguyen Van Canh (Gia Lai National Assembly delegation) said that it is necessary to have a document with higher legality than the Circular on preventing school violence of the Ministry of Education and Training.
Because according to delegate Canh, school violence is not only related to family, school, and friends' education, but also has an impact on society, the online environment, and adult culture.
Many cases will also need to apply educational measures outside of school, requiring intervention from law enforcement agencies.
Therefore, according to this delegate, it is necessary to change the form of discipline, the impact on 23 million students, which needs to be issued in inter-Ministry and inter-sectoral documents, and the Ministry of Education and Training alone will not have enough tools and resources to resolve.
"It is proposed to add to the law the content of assigning the Government to issue regulations on the form of student discipline" - this delegate said and emphasized the need to specify the roadmap for applying measures to support school psychological counseling, support facilities, etc.
Delegate Nguyen Van Canh also proposed adding a strictly prohibited content to the draft law on "prohibition of violations of regulations of educational institutions".
The above addition is to make it possible for educational institutions to clarify the rights and responsibilities of teachers, parents, and students.
Accordingly, parents and students are prohibited from insulting teachers in any form. Teachers who teach students in violation of school regulations or the law must go through the school or state agency to resolve the issue.
