Giving his opinion, delegate Le Xuan Than (Khanh Hoa National Assembly delegation) said that the draft regulation that the Prime Minister does not decide on issues under the authority of ministers and heads of ministerial-level agencies is very suitable for the role of national administrative governance.
Citing the evidence from Decree 137 dated November 27, 2020 assigning the Prime Minister to decide on fireworks at festivals, Mr. Than raised the question: "Those tasks are small-scale but still assigned to the Prime Minister, so will the Prime Minister not have time to worry about the issue of national administrative governance? ".
The State should not "hold" too much
Expressing his views on decentralization and delegation, delegate Pham Van Hoa (Dong Thap National Assembly delegation) cited the evidence of Typhoon Yagi and said: "If it is not handled, there will be death, affecting the lives and property of the people, but it is not allowed to wait for the opinion of the Prime Minister and Deputy Prime Minister to decide. The Minister and Deputy Minister of Agriculture and Rural Development must be authorized to exercise this right.
However, if this right is exercised correctly and well, it is not certain to be commended, but if it is not done well and affects the people, the minister will receive enough, said Mr. Hoa.

Mr. Hoa suggested that the law stipulates a framework, while the Government's decree needs to stipulate more clearly so that those delegated, authorized, and empowered can work with peace of mind.

Especially when there is still a lot of work and it is heavy on state management, licenses... It is certain that there will be people and departments to take on those tasks.
What society and the people can do, the state should open public services to reduce work. The State only plays a leading role in implementing national defense, social security and security issues.
