14th Party Congress: Congress of long-term vision and practical breakthrough

The 14th Congress of the Party took place in "unprecedented conditions" with the meaning of a call, arousing the aspiration to reach a new era of the entire nation.

The 14th Congress of the Party (from January 19 to 25, 2026 in Hanoi Capital) is expected to be a congress of long-term vision, a congress to bring the country into the era of national rise, the era of substantive breakthroughs.

In the 96 years of formation and development of the Communist Party of Vietnam, the congresses were an opportunity for the Party to set out strategic directions for the development of the revolution, the country and itself.

On January 19, 2011, the 11th National Congress of the Party passed the Charter (amended and supplemented) of the Communist Party of Vietnam. Article 9 of the Charter stipulates: The highest leadership body of the Party is the National Congress of the Party.

Between the two congresses, the Party's leading agency is the Central Executive Committee. The National Congress is the highest leading agency, playing a decisive role in all activities and orientations of the Party in each historical period, deciding the most important issues related to the country's development guidelines and strategies.

The Congress is an opportunity to assess the development situation of the country through each term, review leadership results and draw valuable lessons learned both in theory and practice.

The Congress is where the Party maximizes the collective intelligence, spirit of solidarity, innovation and creativity to propose guidelines and policies for national development in the next period.

Through the Congress, delegates selected the most outstanding individuals, elected the Central Executive Committee - the highest leadership body of the Party between the two Congresses.

Besides the role like other Congresses, the 14th Congress of the Party takes place in "unprecedented conditions" with the meaning of a call, arousing the aspiration to reach a new era for the entire nation, an era of breakthrough development.

Unprecedented conditions" means that after 40 years of Doi Moi, Vietnam has overcome the slow development situation, gradually perfecting the socialist-oriented market economy.

The S-shaped land today is no longer a backward agricultural country but has become a large-scale economy in the region.

In 2025, GDP reached 514 billion USD, rising to 32nd in the world, GDP per capita at 5,026 USD, belonging to the group of countries with high average income.

Economic experts commented: Our country has now accumulated an important foundation in terms of economic scale, infrastructure, production capacity and integration.

This is the time to decide - choose to break through to enter the group of high-income developed countries in the next few decades, or fall into the inertia of average growth, slow productivity improvement and gradually declining competitiveness.

We will receive the answer at the 14th Congress, a Congress expected to show the long-term vision of the Party and high political determination to lead the implementation of substantive breakthroughs in many areas of socio-economic life of the country.

The above expectations are completely grounded. Regarding institutional breakthroughs, nearly a year before the 14th National Congress, on April 30, 2025, General Secretary To Lam, on behalf of the Politburo, signed and promulgated Resolution No. 66-NQ/TW on innovating the work of building and enforcing laws to meet the requirements of national development in the new era.

According to Resolution 66, by 2030, Vietnam will have a democratic, fair, synchronous, unified, public, transparent, and feasible legal system, removing obstacles arising from practice, paving the way for development creation, mobilizing all people and businesses to participate in socio-economic development.

The law is built in the direction of liberating all production capacity, unlocking all development resources, ensuring the substance of business freedom, property ownership and contract freedom, equality between businesses of all economic sectors; the private economy is the most important driving force of the national economy.

In essence, Resolution 66 is linked to Resolution No. 68-NQ/TW dated May 4, 2025 on private economic development. Resolution 68 affirms: The private economy is the most important driving force of the national economy, is a pioneering force promoting growth, creating jobs, improving labor productivity, and national competitiveness.

The goal set out in Resolution No. 68 is that by 2030 Vietnam strives to have 2 million operating enterprises in the economy, 20 operating enterprises/million people; at least 20 large enterprises participate in the global value chain; the average growth rate of the private economy reaches about 10-12%/year, contributing about 55-58% of GDP, about 35-40% of total state budget revenue.

For Vietnam to achieve rapid and sustainable development, in which GDP growth is 10% or more per year, breakthroughs in science and technology are indispensable.

For this reason, Resolution No. 57-NQ/TW of the Politburo was issued on December 22, 2024 with the name: Breakthrough in the development of science, technology, innovation and national digital transformation.

The core spirit of Resolution 57 is that for Vietnam to develop strongly in the new era, we need to have strategic and revolutionary policies to create breakthroughs in science and technology development.

The set goals are bold and drastic: By 2030, the potential, level of science, technology and innovation will reach advanced levels in many important fields, belonging to the leading group among high-middle-income countries; the level and capacity of technology and innovation of businesses will reach above the world average; some science and technology fields will reach international level.

Regarding the breakthrough in human resources, the Draft Documents submitted to the 14th Congress affirms that the Party and State's guidelines and policies on comprehensive human development in Vietnam are increasingly complete, focused and substantive.

Economic growth in our country is more closely linked to ensuring progress and social justice. The Government prioritizes allocating resources for social security, synchronously and effectively implementing sustainable poverty reduction policies and solutions.

The multidimensional poverty rate has decreased rapidly, from 4.4% in 2021 to 1.3% in 2025, exceeding the target set by the 13th National Congress Resolution. By September 2025, the whole country will complete the elimination of 334,234 temporary houses, dilapidated houses, and houses that do not meet 3 standards - reaching the finish line 3 years ahead of schedule - a profound humane achievement.

The number of people receiving regular social assistance has been expanded, reaching over 3.5 million people; 55% of these are elderly people.

Thus, the long-term vision and substantive breakthroughs expected at the 14th Congress all aim for the ultimate goal in accordance with the content of the propaganda slogan about the Congress: "Vietnamese country endures; Vietnamese Fatherland is peaceful; Vietnamese people are prosperous and developed!".
