When studying the draft documents of the Congress, Dr. Nguyen Duy Quy, University of Education - Da Nang University, said that the 14th Congress with the motto "Unity - Democracy - Discipline - Breakthrough - Development," is not only an affirmation of the goal, but also the belief that that development expectation will be realized with more solid and effective steps forward in the coming time.
The belief that the 14th Congress aroused is the belief in the nation-building capacity - the belief that Vietnam not only nurtures the aspiration to develop, but also fully converges the necessary conditions to realize that aspiration. The nation-building capacity is first and foremost shown in the ability to plan development guidelines correctly, consistently and in accordance with the requirements of the new era, with the development trend of the era.
Dr. Nguyen Duy Quy is very impressed with the phrase "joining hands, uniting hearts", because this is a concise and profound crystallization of the ideology of great national unity, a strategic and consistent policy in the guidelines of the Communist Party of Vietnam.
This topic not only suggests the need to mobilize and promote the synthesis of social resources, but also emphasizes the importance of unity of will, social consensus and the linkage of interests between all classes of people, communities and stakeholders participating in the country's development process.

Completing institutions to meet development requirements
According to Master Dinh Duc Hien, Department of Home Affairs of Da Nang City Party Committee, the draft Political Report at the 14th Party Congress has dua ra many viewpoints, orientations and new tasks in building and perfecting the socialist rule-of-law state of Vietnam in the new era.
This is an objective requirement of development and a prerequisite for the country to break through, and at the same time will continue to consolidate and affirm the sustainable nature of the State of Vietnam, which is the socialist rule-of-law State of Vietnam of the People, by the People, for the People in the new period.
M.A. Dinh Duc Hien shared that, looking at the reality of Da Nang City, to promote the people's right to mastery in the city, contributing to building a socialist rule-of-law state, in the 2021-2026 term, at the People's Council meetings, the city organized 16 question-and-answer sessions related to judicial work; 100% of recommendations and proposals after questioning were received, implemented and reported results at the next meeting by competent authorities.
Improving the quality of questioning and answering questions has contributed to increasing publicity and transparency, improving the effectiveness of supervision and people's trust in the operation of judicial agencies.
The City National Assembly delegation organized to collect opinions on 161 draft laws for the National Assembly to consider and approve at the 15th National Assembly sessions; organized 29 Opinion-gathering Conferences with 30 draft laws, organized specialized voter contacts to contribute opinions on 2 draft laws and received written opinions on 131 other draft laws; participated in 33 Supervisory and Surveying Delegations of the National Assembly, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees and the Standing Committee of the City People's Council to organize supervision and surveys in localities, including content related to judicial reform.
The Standing Committee of the People's Council, the City People's Council Boards, and the City People's Council Delegation Groups have organized more than 800 supervision and surveys, including those related to the field of justice and judicial reform.
The Vietnam Fatherland Front Committees at all levels have chaired and organized more than 1,060 thematic supervision sessions, including contents related to law compliance, judicial activities, resolving opinions and recommendations of voters and people, resolving complaints and denunciations; have organized more than 150 voter meetings, direct dialogues between leaders of judicial agencies and people, thereby promptly grasping people's thoughts, aspirations and recommendations, and transferring them to competent agencies for consideration and resolution.
Judicial agencies maintain the regime of periodic citizen reception, publicize reception schedules and results of complaint and denunciation resolution; create favorable conditions for people to access information about procedural activities, judgment enforcement, and judicial support in accordance with the law; encourage people to participate in supervision through the activities of the People's Assessors' Meeting, grassroots mediation teams, and the People's Inspectorate; enhance the role of press and media channels in detecting and reflecting violations of the law and negativity in judicial activities.
Promoting the people's right to mastery has contributed to enhancing transparency, improving the quality of judicial agencies' operations and strengthening people's trust in justice and the law.
In the past time, Da Nang City has effectively implemented key tasks on judicial reform. Judicial agencies have proactively strengthened supervision of law compliance, focused on doing well in prosecution responsibility in investigation and adjudication activities, improved the quality of adversarial proceedings at court sessions, and judicial support activities have also achieved many positive results... all towards the goal of building a clean, strong, democratic, and strict judiciary, protecting justice, serving the people, and serving the socialist Vietnamese Fatherland.
