The spirit is that as soon as it is approved, the entire political system will immediately implement it.

The General Secretary pointed out that it is necessary to update, supplement, and deepen the assessments of the achieved results, causes, and lessons learned from the 40 years of Doi Moi during the 13th National Party Congress term.

The results of streamlining the apparatus and political system clearly reflect the results of socio-economic development in the final years of the 13th National Party Congress term; with the spirit of looking directly at the truth to assess the shortcomings, limitations, bottlenecks, and bottlenecks in all fields.

The General Secretary noted that we must evaluate objectively to clearly locate where we are, at what level of development we are, have the right solutions to implement, not to recommend achievements but not to be pessimistic, only to see shortcomings, limitations without properly evaluating the achievements that the entire Party, people and army have strived to achieve.

Continue to update, supplement, evaluate, and analyze strategic forecasts on the international context, most of all the new trends that can directly affect our country in the short term and in the long term, so that the Party and State have appropriate strategies and policies...

The General Secretary stated that throughout the documents, it is necessary to supplement and emphasize the key role of Party building work, affirming the steadfastness in ideology in the Doi Moi line, and at the same time, it is necessary to clearly see that the Party is shouldering the historical responsibility of leading the country into a new era with many difficulties and challenges.

This requires our Party to constantly improve its courage, intelligence, and innovation capacity, and gradually improve itself to fulfill the historical responsibility of bringing the country into a new era of the nation.
