On October 8, continuing the 38th session, the National Assembly Standing Committee gave its second opinion on the Law on Teachers.
Presenting the Government's report, Minister of Education and Training Nguyen Kim Son clearly stated the need to fully absorb the opinions of members of the National Assembly Standing Committee and the examining agency.
Accordingly, the new draft law has been revised to be more concise, reducing 26 articles compared to the previous draft.
Participating in the discussion, Head of Delegation Affairs Nguyen Thanh Hai mentioned some painful phenomena affecting the image of teachers that have been recently reported.
Among them was the case of a teacher mobilizing parents to contribute money to buy computers. Or many teachers and treasurers who made mistakes in collecting money from students and were transferred to the investigation agency in Binh Thuan... and the image of a teacher being overly intimate with a student right in class, in front of other students.
"I feel very sad. In the past, we were taught pedagogy, child psychology, and many skills, including that teachers should not wear too colorful clothes in class because it could affect students' attention," said Ms. Nguyen Thanh Hai.
According to Head of Delegation Affairs Nguyen Thanh Hai, there are opinions explaining that the reason why teachers mobilize donations and collect illegal fees in schools may be due to low salary and benefits... however, up to now, teachers may not be rich in economic circumstances but their hearts and morals are very rich.
Ms. Nguyen Thanh Hai hopes that issues related to training and fostering teachers will be presented more deeply and specifically; focusing on breakthroughs and specific points of the law to ensure that teachers are standards of ethics and behavior for learners...
The incident of a teacher "asking for computer support" occurred in class 4/3 of Chuong Duong Primary School (District 1, Ho Chi Minh City). The head teacher T.P.H asked for support to buy laptops from the students' parents, but some parents did not agree. The incident immediately received reactions from many parents and the public, especially in the way teacher H spoke and responded.
