On the morning of November 14, the National Assembly listened to a report on the investment policy for the Gia Binh International Airport construction project (Gia Binh airport).
Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said that there are opinions suggesting adding a forecast of transportation demand in the coming periods of Gia Binh airport and allocating traffic to neighboring airports.
It is recommended to clarify the feasibility and technical compatible of the "dual airport" and "aerospace center" exploitation model of the Capital region, especially in the allocation of passenger and cargo traffic and airspace management, to ensure safety, efficiency and synchronization in exploitation.
Assessing the feasibility of completing the project to meet the APEC service schedule in 2027, in the context of many problems with compensation, support, resettlement and complex geological conditions; training plans, job conversion, job creation for affected people and solutions to ensure food security when reclaiming large areas of rice fields in 2 crops...

The inspection agency proposed to analyze the basis for determining the project's operating period as 70 years; it is necessary to determine based on the actual capital recovery period and regulate 5-year/time periodic supervision to update revenue, costs, profits and make flexible adjustments, to ensure the harmony of interests between the State, investors and users.
It is recommended to clarify the basis for calculating project investment rates, comparing investment rates with equivalent airport projects in the area and adjusting according to local prices to choose appropriate and optimal cost levels; capital sources, ability to recover capital and repay loans.
The Economic and Financial Committee basically agrees with the need to issue special mechanisms and policies to relocate historical and cultural relics to serve the project.
However, it is recommended to clearly stipulate the handling of consequences after relocating relics, especially the re-recognition of relics after relocation, ensuring the preservation of the original elements and historical and cultural values.
It is necessary to develop a detailed conservation plan, assess the impact and the mechanism for monitoring relocation, clearly identify the appraisal and management role of the Ministry of Culture, Sports and Tourism, and apply modern scientific and technological solutions to ensure the preservation of original values, avoiding deformation of relics.
In addition, clearly stipulate the responsibilities, deadlines, reporting and post-inspection mechanisms for the People's Committee of Bac Ninh province in the process of implementing land procedures, compensation, support, resettlement, relocation of historical and cultural relics, and at the same time establish a monitoring mechanism for the National Assembly, ministries, branches, and central agencies, ensuring transparency in implementing special mechanisms and policies.
The Government is requested to promptly report to the National Assembly on the promulgation and implementation of Resolution No. 03/2025/NQ-CP on specific mechanisms and policies for investment in the construction of Gia Binh airport at the 10th Session according to regulations.
