The National Assembly Standing Committee has just sent National Assembly deputies a report on amending and supplementing a number of articles of the 2013 Constitution.
Accordingly, the National Assembly Standing Committee proposed that the National Assembly establish a draft committee to amend and supplement a number of articles of the 2013 Constitution ( Draft Committee) chaired by the National Assembly Chairman.
According to the draft resolution on the establishment of the Draft Committee, the Draft Committee consists of 15 comrades including Chairman, 3 Vice Chairmen, 3 Standing Committee members and 8 members.
The 3 Vice Chairmen of the Committee include Mr. Tran Cam Tu - Politburo member, Standing member of the Secretariat; Mr. Nguyen Khac Dinh - Vice Chairman of the National Assembly and Mr. Le Thanh Long - Deputy Prime Minister.
The remaining members include leaders of a number of agencies of the National Assembly and a number of central agencies.
The draft committee is responsible for researching and developing a draft resolution amending and supplementing a number of articles of the 2013 Constitution; organize people's opinions, sectors and levels; explain and absorb the opinions of the people, sectors, levels and opinions of the National Assembly deputies to complete the draft Resolution to submit to the National Assembly for consideration and approval.
The draft resolution assigns the Standing Committee of the National Assembly's Committee on Law and Justice as the standing agency, directly advising and assisting the drafting Committee.
According to the requirements of Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee, the amendment and supplementation of a number of articles of the Constitution and related laws and resolutions must be completed before June 30, 2025 and take effect from July 1, 2025.
This progress is to create a legal basis for the promulgation of laws, resolutions and other relevant legal documents to implement the policy of arranging and streamlining the apparatus of the political system, redefining the tasks and powers of local authorities in the fields of state management when there is no longer an organization of administrative units and local authorities at the district level.
It is expected that the amendment and supplementation of a number of articles of the 2013 Constitution and the establishment of a Draft Committee will be submitted to the National Assembly for discussion and decision on the first day of the 9th Session, which will open on the morning of May 5.
