The Ministry of Home Affairs is finalizing the draft Ordinance amending and supplementing a number of articles of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution to submit to the Government for consideration.
The drafting agency proposed to add a number of subjects participating in the war to protect the Fatherland and performing international duties to the category entitled to preferential policies for people with meritorious services.
According to the draft, Article 35 of the Ordinance is amended in the direction of stipulating that people who participated in the resistance war to liberate the nation, protect the Fatherland, and perform international duties are people who participated in the resistance war against France and the United States and were awarded the Resistance Medal, Victory Medal, Resistance Medal, and Victory Medal by the State.
In addition, the draft supplements groups of people performing tasks on the Northern border line 1, in remote islands; performing international duties in Laos, Cambodia and being awarded the Medal of Military Exploit by the State.
In the explanatory report, the Ministry of Home Affairs said that the amendment was made based on receiving the directions of Party and State leaders on paying more attention to those who contributed to the war to protect the Fatherland and perform international duties after April 30, 1975.
According to the drafting agency, many groups of subjects participating in protecting the Fatherland and fulfilling international obligations after the country's reunification have made important contributions, but the recognition in the current system of preferential policies for people with meritorious services still has certain gaps.
Therefore, the draft proposes to add people awarded the Military Exploit Order by the State for participating in the war to protect the Fatherland or performing international duties to the category of people who participated in the resistance war for national liberation, protecting the Fatherland, and performing international duties.
The Ministry of Home Affairs assessed that this is a new policy content with profound political and social significance, contributing to more fully recognizing the merits and contributions of generations participating in protecting the Fatherland and performing international duties.
If approved, this regulation will create a legal basis for considering and resolving preferential regimes for groups of subjects supplemented according to the provisions of law on people with meritorious services.
