On the morning of May 20, continuing the program of the 9th session of the 15th National Assembly, Central Party Committee member and Minister of Construction Tran Hong Minh reported on the draft Resolution on a number of specific mechanisms and policies for social housing development.
One of the issues raised by the minister is that the current policy to support workers still has many problems.
Many workers in industrial parks are unable to buy social housing, do not have enough money to rent commercial apartments at high prices... Therefore, they have to rent houses built spontaneously by people, which are four-room level rooms with each room area of only about 9-10m2, lack of clean water, polluted environment, high rental prices, no social infrastructure, technical infrastructure leading to not ensuring the quality of life of workers.
Many businesses, especially large enterprises, foreign-invested enterprises, and public service units that wish to rent social housing to proactively provide accommodation for their staff, civil servants, and workers are not eligible to rent social housing.
The drafting agency acknowledged that, in the context of the arrangement and merger of provinces, cities, two -level government organizations, many cadres, civil servants, officials and employees must go away from their accommodation to work, need policies to create conditions for them to have accommodation. However, at present, the law has not allowed the State administrative agencies and public non -business units to rent social houses to arrange for their cadres, civil servants, officials and employees to live in.
Therefore, to solve the housing needs of cadres, civil servants, public employees, and workers, the Draft Resolution has added the subjects of "civil servants" and "state administrative agencies" affected by the merger of administrative units to the subjects entitled to social housing policies.
Specifically, Clause 2, Article 9 of the Draft Resolution stipulates:
In case the beneficiary of social housing support policies is a person who is entitled to a working location far from where he/she owns a house, the conditions for housing to be able to buy or rent-purchase social housing near the working location are not to buy or rent-purchase social housing, not to enjoy housing support policies, not to own a house, in case there is a house under his/her ownership, the shortest distance from the place where he/she owns a house to the working location must be 30 km or more.
Clause 3, Article 10 also stipulates:
Enterprises and public service units rent social housing from investors in social housing projects so that their staff, civil servants and employees can be accounted for the cost of social housing rental in production and business costs, regular service expenses or other legal expenses according to regulations, but are not allowed to use the state budget to pay social housing rental.
State administrative agencies renting social housing to arrange for their staff, civil servants and employees to live in will be allocated a budget to implement when there is an estimate approved by competent authorities.
